<br />Pursuant to due call and notice thereof the City Council of the <br />City of Centerville held a Supplemental Public Hearing for the <br />1992 Budget on Tuesday, December 3, 1991 at the City Hall. <br />Acting Mayor Burgstahler called the meeting to order at 7:00 p.m. <br />Present: Daria, Pelton, Wilharber. Absent: Buckbee. <br /> <br />Warren Tester, Director of Business Affairs, of the Centennial <br />School District was present to address changes in the ta~ format <br />for the School District from 1991 to 1992. Mr. Tester expressed <br />disappointment in the truth and taxation form mailed to residents <br />as it does not take into account increases in market value or <br />student enrollment. <br /> <br />The City Council inquired of Mr. Tester as to why the School <br />District taxes did not go down to the extent forecasted. <br /> <br />Mr. Tester did not appear to be able to pin point the exact the <br />reason but suggested an error in forecasting. <br /> <br />Acting Mayor Burgstahler asked Mr. Tester to provide expenditures <br />forecasts for 1989 and 1991. <br /> <br />The City Council noted that the 1992 City Budget did not provide <br />for Consolidation investigations a line item. The City Council <br />appeared to be in agreement that the line items in the budget may <br />have to be re-considered should the Consolidation costs be <br />significant. It was also noted that the Consolidation <br />investigation costs may be more significant in 1993. <br /> <br />The City Council requests that the Park and Recreation Committee <br />submit a letter of detail for the 1992 Budget. If such a line <br />item budget were not represented in a timely manner to the City <br />Council the City Council will assume that. portions of the Park <br />and Recreation monies allocated are not necessary for the <br />operation of the City parks and may consider re-allocation of <br />those funds to other areas in need of financing. <br /> <br />It was noted that due to the "mega storm" the snow plowing <br />expenses may be greater than anticipated for 1991. <br /> <br />The City Council discussed the possibility of a full time public <br />works employee. It appeared to be the opinion that it is not <br />necessary a decision of whether a full time person is needed, but <br />rather a decision as to when. The City Council appeared to be in <br />consensus to direct the Clerk/Administrator to investigate the <br />costs of a full time employee. The City Council also appeared to <br />direct the Clerk/Administrator to upgrade the current Public <br />Works Director position job description. <br /> <br />Motion by Pelton, second by Dario to certify a 1992 levy to Anoka <br />County in the amount of $338,500.00 for the City of Centerville, <br />motion carried unanimously. <br />
