City of Centerville <br />City Council Meeting <br />May 28, 2008 <br />Discussion ensued regarding whether favorable bids would lead to following up with <br />bidding of Option 2, which would include the Center Street area. <br />Mayor Capra stated that she asked City Administrator Larson for some information from <br />Finance Director Meyer. She inquired about what would be average house value with <br />these improvements, and what would be the impact of tax increase. <br />Councilmember Broussard-Vickers stated that she understood that the other red area on <br />the map would be part of second bid. <br />Mayor Capra stated that they should get back to basics and put that consensus out for bid. <br />She pointed out that they were missing the completion of the trails, which should be <br />included because the City has Grant dollars. She added that, if the City does not use <br />those Grant dollars by 2011, it would not get them again, and probably not do another <br />project for 5 years. <br />City Engineer Statz stated he would do calculations on the effect of using Grant dollars <br />for the trails. He stated that Mill Road and its associated costs are already figured in the <br />curb and storm sewer cost, as part of the trail project cost. He stated that people on Mill <br />Road would not be assessed for those. He stated that he took a few more liberties with <br />the cost including sod and top soil. He stated that if they eliminate the D2 sections of the <br />trail on Brian Lane and the far side of Mill Road, the cost would be $12/foot. If the entire <br />$12/foot is paid by the Grant, $1.65 per foot would be taken off the assessment <br />Councilmember Broussard-Vickers inquired whether that savings would come out of the <br />$4.5 million. <br />City Administrator Larson stated that it has not yet been taken out. <br />City Engineer Statz stated that this is an assumption at this point. He is not sure all of <br />these things can be covered under the Grant. <br />Councilmember Lee inquired as to what the overall effect would be if they pulled part of <br />the road (C1's) out. <br />City Engineer Statz replied that it would be about a $1 million difference. <br />Mayor Capra inquired as to what the 2004 project added on the consumers. <br />City Administrator Larson replied that the levy was $100.00 per year. <br />Councilmember Broussard-Vickers stated that it is somewhat reduced because a portion <br />was going toward the trails. <br />Councilmember Lee stated that the backage road could pay for itself. <br />Page 7 of 10 <br />
