Mr. Drilling indicated he had spoken to a tree expert who had indicated it <br />was very hard to get deciduous trees to grow that close to Main Street due to the salt <br />spray. Mr. Drilling expressed a willingness to plant whatever type of tree Council <br />reqUires. <br /> <br />Council Member Capra questioned whether the trees located on the site would remain. <br />Mr. Drilling stated he would like to leave the evergreens and apple trees on the east side <br />of the property, but believes that Anoka County would request that they be removed. <br /> <br />Council Member Capra questioned whether there would be a fence and evergreens in the <br />northwest comer of the property. Mr. Drilling indicated there would be a fence and <br />evergreen trees. <br /> <br />Council Member Capra questioned the purpose of the submitted draft Developer's <br />Agreement. Mr. Hoeft explained it was a draft submitted by Staff to show Council the <br />language contained in a typical Developer's Agreement. Mr. March indicated the <br />document was provided for review and to become familiar with the language contained in <br />same. <br /> <br />Mr. Hoeft indicated Council would need to approve the Developer's Agreement. If <br />Council approves the site plan, Mr. Drilling has preliminary go ahead to move along in <br />the process with no construction until Council has approved a Developer's Agreement. <br /> <br />Mr. March indicated he spoken with Anoka County Highway Department and was <br />infonned that they would allow a bituminous trail in its right-of-way. Mr. March stated <br />the County would allow the ditch to be filled, but reserves the right to review the culvert <br />subsequent to placement. <br /> <br />Mr. March stated that the City needs a written detail of landscaping plans in order to <br />assign a value to the landscaping to be included in the Developer's Agreement. Mr. <br />Drilling stated that the design of the building might change in regards to doors and <br />windows. Mr. March questioned the final detennination of the building design and <br />explained that the City is concerned that the building will be constructed differently than <br />the submitted plans suggest. <br /> <br />Mr. March indicated the east and west elevations of the building are crucial in regards to <br />the appearance of the building. Mr. Drilling stated that he previously submitted <br />elevations at the last meeting and would be willing to resubmit same if Council desired. <br />Mr. Drilling stated that the drawings of the building would be modified slightly, if any. <br /> <br />Council Member Nelson stated she was disappointed that site plan information was not <br />contained in her packet for prior review. Mr. Drilling stated that he did not recall stating <br />that he would provide information to Council Members' homes and apologized for the <br />oversight. Mr. Drilling stated that he had attempted to address Council's concerns of the <br />previous meeting, such as exterior color of the building, trailways and fencing. Mr. <br />Drilling stated that if Council grants approval of the preliminary site plan, the remaining <br />requirements, that Council deemed appropriate, could be contained in the Developer's <br />Agreement. <br /> <br />Page 3 of 14 <br />
