<br />Forwarded to Council Members <br />Via e-mail on 2/1101 at 2:46 p.m. <br /> <br />Mr. March stated that the City has the possibility of acquiring a regional softball <br />tournament during the festival if the City is able to provide an adequate facility. Mr. <br />March felt that this would be a great revenue producer. Mr. March stated that <br />approximately thirty-two (32) teams participate in the tournament. <br /> <br />Council Member Nelson stated that donations may be obtained from downtown <br />businesses, as activities such as these will generate business for them. <br /> <br />6. Downtown Petition for Water and Street Enhancements <br /> <br />Mr. March discussed the submitted petition. Mr. March explained that the petition <br />requests local improvements, (i.e. municipal water and street enhancements) on <br />Centerville Road between the south line of 7046 Centerville Road and the north line of <br />Westview Street. This matter will be discussed at an upcoming work session. <br /> <br />7. Union Contract <br /> <br />Mayor Swedberg requested and consensus was to remove this item for discussion at an <br />Executive Session immediately following the Council meeting. <br /> <br />8. Snow Removal Policy <br /> <br />Council Member Nelson complimented staff on drafting the policy. <br /> <br />Council Member Nelson questioned whether Staff would put a notice on downtown <br />business doors if they do not shovel. Mr. March explained the City will remove snow <br />pushed out into street and if a business owner does not remove snow from its sidewalk, <br />there is an ordinance to handle the issue. The City will not go on private property to <br />remove the snow for them. <br /> <br />Mayor Swedberg stated he is in agreement with the policy but questioned whether the <br />City needs to clarify the definition of a sidewalk. <br /> <br />Mr. March asked Mr. Hoeft if state statutes contained a definition for sidewalks. There is <br />a property owner who has questioned whether a seven (7) or eight (8) foot paved area is a <br />patio or a sidewalk and has decided they should not have to remove the snow from same. <br />Mr. Hoeft stated he did not believe there was a definition of sidewalks in state statute but <br />would research the items further. Mr. Hoeft stated that it is a judgment call on the part of <br />the City. <br /> <br />Mayor Swedberg stated there is confusion concerning right-of-way issues and asked for <br />clarification of same. Mr. March indicated the only way to resolve the right-of-way <br />issues are to have the property surveyed. Mayor Swedberg stated he did not feel it was <br />necessary to have the property surveyed. <br /> <br />Mr. March indicated he had spoken to Mr. Roger Butler, Anoka County, and was told the <br />City would not be required to obtain a permit to remove snow from the County right-of- <br />way. <br /> <br />Page 9 of14 <br />
