Mayor Swedberg stated there was a meeting to discuss various administrative issues and
the consensus was to empower commissions to handle all the specifics concerning these
types of requests prior to being forwarded to Council.

Council Member Broussard Vickers explained the Planning and Zoning Commission had
passed on and approved this basic plan with the stipulation that Council would decide on
the more definitive parts of the site plan as has been the procedure in the past. Planning
and Zoning was comfortable that Council would provide Mr. Drilling with its final
wishes for the proposed mall prior to approval. Mr. Drilling is in attendance to obtain
Council's requirements for exterior building components and additional requirements
recommended by Council.

Mayor Swedberg noted he had thought there was consensus at the meeting earlier in the
week to empower the commissions to do that sort of detail work.

Council Member Nelson stated she would like to see the site plan go before the Parks and
Recreation Committee for trail approval.

Mayor Swedberg indicated a desire to try to develop a process that allows for total review
by all commissions/committees prior to submission to Council.

Mr. Jeff Turner, 7151 Peterson Trail, stated that the Planning and Zoning Commission
recommended that Mr. Drilling bring a more detailed plan to this meeting. At the
previous hearings for the west building where the front was redesigned, it was stated by
residents that they would like greenery added to screen the proposed mall from Peterson
Trail and that did not occur. Mr. Turner would like to see that the same mistake is not
made twice. Mr. Turner stated it would be nice to have greenery added to the west
building as a part of this site plan approval. Mr. Turner suggested trees or some type of
shrubbery be also added in the northwest corner of the property.

Mr. Turner submitted a letter concerning the increased traffic on Peterson Trail due to the
proposed strip mall and requested dead-ending same. Mr. Turner stated that he has
requested several times that a traffic study be completed on Peterson Trail.

Mr. Luikart questioned the landscaping of the northwest comer of the property. Mr.
Drilling stated that it would be sodded and maintained accordingly.

Mayor Swedberg indicated he did not want to take up Council time on endless details.

Mr. Turner questioned the process for obtaining resident input at the commission/
committee level.

Mayor Swedberg noted that all commission/committee meetings are public and residents
are free to attend.

Mr. Turner asked Mr. Drilling what would be located in the northwest comer of the
property. Mr. Drilling stated that a sloping, grassy area to route drainage to the swale
that collects drainage and there is a six (6) foot fence at the back of the property.
