February 15, 200 1
COWlcil Meeting Minutes

installation and requests that Council consider using general funds to assist in same. Ms.
DeVine stated that providing electrical services to the park should be a priority allowing
additional improvements to follow. Ms. DeVine relayed horrendous problems relating to
the festival last year with not having electricity available for R.V., rides, vendors, etc.
Ms. DeVine stated that the Centerville Lions Club is considering construction of a
concession stand at the park and the need for electric sources for same.

Mr. Peterson reviewed the estimated costs for installation of electricity at the park with
Council noting that the park would benefit from sewer, water and parking lot
improvements at some point.

Council Member Capra clarified that $66,730 would provide power to electrical poles
and a main junction box in the park for a future building. Mr. Peterson concurred.

Mayor Swedberg summarized the costs stating that sewer would cost approximately
$15,000, water would cost approximately $3,000, paving of the parking lot would cost
approximately $62,000, concession building would cost approximately $125,000, and
electrical installation would cost approximately $67,000. Mayor Swedberg stated that the
City could choose to phase in various improvements, do no improvements or complete all
improvements at one (1) time.

Mr. Peterson stated that consideration should be given to the order of improvements if
improvements are desired. For example the parking lot should not be paved until sewer
and water are installed at the park. Mr. Peterson also explained that the City has yet to
receive approval for a submitted permit to connect to the MCES lift station.

Ms. DeVine stated that funds for paving of the parking lot are contained in the Parks and
Recreation Committee budget for 2002 or 2003. However, the Parks and Recreation
Committee was intending on paving the parking lot when LaMotte Drive was repaved.

Mayor Swedberg stated the proposed entire project would cost $312,000.

Ms. DeVine reminded Council the CenterviUe Lions Club has proposed paying $125,000
for construction of a concession stand and the $62,000 for paving the parking lot would
be expended from the Parks and Recreation Committee's budget.

Mr. Bill Bisek, Kelly's Korner, appeared before Council and requested that Council fund
the electrical installation as it would be a great asset to the community to improve the
park and be able to host various recreational activities. Mr. Bisek explained that the park
does not need everything proposed right now, but simply the electricity to make it
functional.

Council Member Broussard Vickers asked Mr. Bisek if the park had electricity and the
City hosted softball tournaments, how the fees would be distributed. Council Member
Broussard Vickers questioned whether the City would retain a portion of the fees.

Mr. Bisek explained the teams are each charged an entry fee which in applied for
purchasing trophies, maintenance of the fields, and other costs. The City could profit
from concessions, parking, and by drawing people to the community.
