On Page 4, <br />Mr. Wilharber called Mayor Swedberg a council member; modify the reference to Mayor <br />Swedberg. On Page 8, reword it to state the City is "intending on paving the parking lot". <br /> <br />Motion bv Council Member Nelson. seconded by Council Member Broussard <br />Vickers to approve the February 15. 2001 Council minutes as amended. All in <br />favor. Motion carried unanimously. <br /> <br />VI. PETITIONS AND COMPLAINTS <br /> <br />Council Member Capra read an e-mail received from Ms. Michele Wroblewski <br />concerned about snow removal from sidewalks. The e-mail requested that the City <br />enforce the snow removal policy for the safety of residents, especially children. Ms. <br />Michele Wroblewski stated that she had spoken with Mr. March who had stated that the <br />City does not enforce the snow removal ordinance. Mr. March clarified the discussion <br />that he had with the resident. Mr. March stated that the City does not actively enforce the <br />ordinance, meaning that the City does not inspect sidewalks following snow falls, <br />however, addresses issue on a complaint basis. Mr. March also stated that the resident's <br />complaint was not for one (1) specific area, but for several. <br /> <br />Council Member Capra questioned whether other ordinances are enforced on a complaint <br />basis also. Council Member Broussard Vickers stated that most ordinances are and <br />suggested that the City forward a letter reminding residents of the snow removal <br />ordinance. <br /> <br />Mr. March stated several cities hire seasonal workers to bring code violations to the <br />attention of the City. Mr. March stated that it is impossible for the existing Public Works <br />Staff to act as code enforcement personnel. Mr. March also stated that if the City had <br />code enforcement personnel to cite residents in violation of ordinances, the issue of <br />residents not getting along with their neighbors and complaining about each other would <br />cease. <br /> <br />Mr. Hoeft stated that the procedure of enforcing ordinances on a complaint basis was an <br />appropriate practice. <br /> <br />Council Member Nelson suggested that Staff look into the costs associated with the <br />hiring of a code enforcement officer. Council Member Broussard Vickers stated the fines <br />for ordinance violations should be significant to cover the costs of same. <br /> <br />Mayor Swedberg requested that Staff research the complaint and discuss the snow <br />removal ordinance with neighbors and request that they remove the snow from the <br />sidewalks in question. <br /> <br />Council Member Broussard Vickers suggested that Staff place an announcement <br />concerning snow removal from sidewalks on the sign outside City Hall, in the LeJournal <br />and Quad Community Press. <br /> <br />Council Member Travis suggested that friendly reminders be forwarded to residents <br />requesting the removal of snow from the sidewalks. <br /> <br />Page 2 of 14 <br />
