<br />March 14, 2001 <br />Council Meeting Minutes <br /> <br />Mr. March asked if the property owners were interested in having the costs assessed to <br />them if it would be possible to obtain a waiver to clean the line now, and assess those <br />costs as part of the costs to improve the drainage. <br /> <br />City Attorney Hoeft explained the cost to clean the line could not be assessed to the <br />property at a later date. He explained the City would need to get permission from all <br />owners of property that the City would need to step on to take a look at the drain. He <br />further explained that as a temporary matter, to clean out the line, the City would have to <br />reach an agreement with the property owner(s) as to the cost and who will pay for it. <br /> <br />Mr. Bisek stated the drain is on his neighbor's property. He also stated he did not want to <br />fight with his neighbors on this issue. He then granted the City permission to access his <br />property if need be. <br /> <br />Mr. March noted the City had jetted out and televised some lines within the City and <br />asked Mr. Palzer the approximate cost to jet and televise 150 feet of line. Mr. Palzer <br />indicated that to televise would cost approximately $200 and to steam it would be <br />between $150 and $200. He also noted if the pipe is broken he is unsure how much it <br />would cost to fix it. <br /> <br />Mr. Bisek noted that in years past, they would use whatever they needed to as a tool to <br />free up the drain and get it flowing. However, the last couple oIyears they have not been <br />able to free it up enough to drain properly. With the amount of snowfall this winter <br />drainage will be a larger issue than it has been in years past. <br /> <br />Mr. March asked if Mr. Bisek would discuss with his neighbors the possibility of the City <br />charging them to clean or repair the drain. He also asked Mr. Bisek to discuss the option <br />of petitioning the City to put in a larger line to correct the problem for the future. <br /> <br />Mr. Bisek stated he would discuss splitting costs with his neighbors to eliminate the <br />immediate problem. He then stated he feels there is some City responsibility to solve the <br />problem for the future. <br /> <br />Mayor Swedberg stated the drainage is a long standing issue that Council is unsure how <br />to solve at this point. He asked Staff to research the matter and present possible solutions <br />to the problem. He then told Mr. Bisek he may need to solve the problem on his own for <br />this spring as the issue will take time to resolve. <br /> <br />Mr. Bisek stated he could solve the problem by pumping water out of his lot into the <br />street. That would then cause a drainage problem for someone else. He then stated that <br />would not be a solution to the problem and he feels the City should help him solve the <br />problem. <br /> <br />Mayor Swedberg stated the City could not immediately solve the problem and stated Mr. <br />Bisek could. <br /> <br />Council Member Travis asked Mr. Bisek how he wished the City to solve the drainage <br />problem. <br /> <br />Page 8 of 15 <br />
