<br />.... <br /> <br />City of Centerville <br />Council Meeting Minutes <br />January 8, 2003 <br />He stated they had asked that he prepare a moratorium for the City to study the <br />slaughterhouse business and determine if it takes place, where it should take place. He <br />has provided a packet addressing this. He indicated a moratorium prevents a <br />slaughterhouse from operating until the study is completed, then the Council decides. He <br />stated an original moratorium is twelve months, and can be extended an additional <br />eighteen months, although he doesn't believe the issue would take 2 12 years to research. <br />He encourages the Council to take the 12 months, noting they can decide sooner if they <br />choose. <br /> <br />Council Member Paar asked what the cost was to the City. City Attorney Hoeft stated <br />they do not need to hire a consultant, so the only cost was minimal attorney time and <br />Staff time. <br /> <br />Council Member Capra indicated she had phoned an acquaintance in City Planning for <br />the City of St. Paul. She suggested hiring a consultant to review and include the entire <br />community and industrial areas. She thought the City of Lake Elmo had completed some <br />type of study. She added that the City of St. Paul does a l2-month moratorium with two <br />6-month extensions. <br /> <br />Council Member Broussard Vickers recommended putting this back on the agenda for <br />two months, and letting staff try. At that time they can let Council know how they are <br />doing before hiring a consultant. They can tell where they are lacking and need <br />additional help. She added there are environmental issues and other operating issues that <br />the Council needs to learn. <br /> <br />City Attorney Hoeft indicated most moratoriums are used for adult uses. When studies <br />are done through a consultant, the court typically allows other cities to use them. He <br />thought this would be the same, and if Lake Elmo has done a study, the City would not <br />need to start over. <br /> <br />Council Member Capra asked Mr. Vang ifit was true his brother was also interested in a <br />Community Center use. Mr. Vang stated he had suggested a dance club or something <br />else if the slaughterhouse was not permitted. <br /> <br />Council Member Broussard-Vickers directed staff to prepare an interim ordinance <br />regarding a moratorium on slaughterhouselbutcher shop operations in any district within <br />the City until further research is completed in regards to health, safety and welfare of the <br />community and its residents. She requested that Mr. Vang be notified when this item <br />was to again be discussed by Council. <br /> <br />X. UPDATES <br /> <br />2. Building Permit Fee Review (Update) - Palzer <br /> <br />Mr. Palzer explained to Council that the state is implementing a new version of their <br />building code.
