Ms. Moore-Sykes indicated it was <br />an ongoing legal issue requiring an executive session to discuss. <br /> <br />Motion bv Council Member Caora. seconded bv Council Member Lee to acceot the <br />ballot results for Citizen of the Year as Mr. John Thill and Business Person of the <br />Year as Mr. Todd Steffen. Corner Exoress. All in favor. Motion carried <br />unanimouslv. <br /> <br />20. Draft Settlement Woods of Clearwater Creek <br /> <br />vm. ANNOUNCEMENTSIUPDATES <br /> <br />Motion bv Council Member Caora. seconded bv Council Member Broussard <br />Vickers to direct the City Attorney to create a settlement stioulation with the <br />develooer of the Woods of Clear Water Creek based on the discussions durinS! <br />closed session. All in favor. Motion carried unanimouslv. <br /> <br />1. <br /> <br />Legislative Update <br /> <br />21. <br /> <br />Street Dance Liquor License <br /> <br />2. Capital Proiects <br /> <br />City Attorney Hoeft indicated that he, Mr. Peterson and Ms. Paulseth would be sitting <br />down with Deer Pass to discuss the outstanding amounts. <br /> <br />Council Member Capra indicated the seniors at St. Genevieve would like to do a street <br />dance and asked if they could charge for liquor or if a permit is needed or if they could <br />ask attendees to bring their own bottles. <br /> <br />None. <br /> <br />City Attorney Hoeft indicated that the church could invite anyone to its privately owned <br />property and serve alcohol but if there is an intention to sell alcohol the church would <br />need to have a liquor license. <br /> <br />3. Pheasant Marsh Phase II <br /> <br />Council Member Broussard Vickers asked whether the City had any liability for the street <br />continuing to be used. City Attorney Hoeft indicated that the City has no liability <br />because it is no longer City property. He then said that the property owner may wish to <br />consider blocking the street as they incur the liability for allowing use of the property. <br /> <br />Ms. Moore-Sykes reported that the Mylars are at the County for recording. <br /> <br />4. City Hall Downtown <br /> <br />Ms. Moore-Sykes indicated the Staff report included in packets overviews some thoughts <br />on the possible options for downtown redevelopment. <br /> <br />22. <br /> <br />EDC Appreciation Dinner Budget <br /> <br />Council Member Broussard Vickers indicated she would like to put the property out for <br />bid to determine if there is an interested buyer. <br /> <br />Council Member Paar indicated the EDC is doing three mailings as well as calling <br />businesses to make sure that everyone is aware of the business appreciation dinner. He <br />then asked for approval of the budget for the dinner. <br /> <br />Council Member Capra asked how many Council Members would support the building of <br />a new City Hall. <br /> <br />Council Member Capra asked for clarification of the cost of the awards because she <br />thought they were $50 each. <br /> <br />Mayor Sweeney indicated he was not sure a new City Hall was necessary but said there <br />are issues with the City outgrowing its current space. <br /> <br />Council Member Broussard Vickers asked if the EDC is requesting RSVP's. <br /> <br />Council Member Capra indicated she did not think there is the space downtown for a <br />building. She then said she is opposed to a City Hall but would not be opposed to a <br />commercial development or a TIF district. <br /> <br />Council Member Paar indicated that EDC is doing RSVP's. He then said that last year <br />there were 46 RSVP's and only 40 people participated and explained that last year, some <br />food from the Volunteer Appreciation gathering was utilized. <br /> <br />Mayor Sweeney indicated this was not a push for a new City Hall but it would give an <br />option for entities to lease a portion of the building to offset the costs of constructing a <br /> <br />Motion bv Council Member Capra. seconded bv Council Member Paar to aoorove <br />the EDC Business Aooreciation Dinner and awards budS!et not to exceed $850.00. <br />All in favor.
