<br />CentervilJe City Council <br />June 11, 2003 <br />Meeting Minutes <br /> <br />Mayor Sweeney opened the public hearing at 6:48 p.m. <br /> <br />Ms. Moore-Sykes indicated that this public hearing was for the MUSA as the re-zone <br />hearing was continued to June 25, 2003. <br /> <br />Council Member Capra indicated that she is opposed to the advancement of the 2011 <br />property and would be voting against it if the 2006 and 2011 are combined. <br /> <br />Council Member Paar indicated that he would not be able to attend the June 25, 2003 <br />meeting. <br /> <br />Mr. Carlson asked whether it would be possible to vote on the Comprehensive Plan <br />Amendment with approval contingent upon approval by the Metropolitan Council. He <br />then indicated he would like to discuss the preliminary plat for a few minutes. <br /> <br />Motion bv Council Member Broussard Vickers. seconded bv Council Member Lee <br />to approve the Comprehensive Plan Amendment contin!!:ent upon Metropolitan <br />Council Approval. <br /> <br />Council Member Capra indicated her reasoning for not approving is he did not ask for it <br />at the time it was offered and with all the taxes and freezes there is a need for additional <br />Staff time to care for all of these homes and the roads and that has to be funded by the <br />City somehow. <br /> <br />VOTE: Aves - 4. Navs -l(Capra). Motion carried. <br /> <br />Mr. Carlson confirmed with Council their previously discussed changes to the <br />preliminary plat including the continuance of a concrete sidewalk, bringing lot lines <br />through the pond, adding an additional lot south of Wilharbers, and continuance of the <br />trail onto the St. Paul Water Utility's property. He then asked if there was anything else <br />and confirmed that this approval would allow him to grade the entire development with <br />security provided to the City to ensure adequate erosion control measures are taken. <br /> <br />Mr. Carlson asked whether the City would consider allowing the City Engineer to <br />proceed with the feasibility study as his recommendation is important to the preliminary <br />plat process. <br /> <br />Motion bv Council Member Broussard Vickers. seconded bv Council Member Paar <br />to authorize the City En!!:ineer to move forward with the feasibility study for Phase I <br />Preliminary Plat for Hunter's Crossin!!: Second Addition with the contin!!:encv that <br />the developer place in escrow with the City funds for the study. All in favor. <br />Motion carried unanimouslv. <br /> <br />Motion bv Council Member Broussard Vickers. seconded bv Council Member Paar <br />to continue the public hearin!!: to June 25. 2003.
