<br />City of Centerville <br />September 24, 2003 <br />Council Meeting Minutes <br /> <br />Mayor Sweeney indicated the police budget is a 3% increase for 2004 but it figures to a <br />little more than that for the City of Circle Pines. He then indicated that if the cities <br />cannot come to an agreement then there is a default increase is approximately 2.5%. <br /> <br />Council Member Capra expressed concern that the City of Circle Pines cannot afford the <br />2004 budget but is proposing a new police building. <br /> <br />Mayor Sweeney indicated that the new building is not something that comes up in 2004 it <br />comes up later and can be assessed or bonded for. <br /> <br />Council Member Broussard Vickers asked if the City of Centerville and the City of <br />Lexington choose to put the amount in, is there a way to allocate that staff serve those <br />two cities and not the City of Circle Pines. <br /> <br />Mayor Sweeney indicated that was not possible. <br /> <br />Council Member Capra asked whether the City of Lexington has given any feedback <br />concerning the police budget. <br /> <br />Mayor Sweeney indicated that at the police commission meeting, the Mayor of Lexington <br />did not seem happy with this letter from the City of Circle Pines. <br /> <br />Council asked Staff to direct a letter to the City of Circle Pines indicating that the City of <br />Centerville would like them to contribute the amount requested as the City feels it is <br />important to fund the police department even in tight budget times. <br /> <br />4. Phase ill Develooer's A~eement <br /> <br />Council Member Capra asked for clarification of the location of the trail. <br /> <br />Council Member Broussard Vickers indicated it was the intention for the trail to go <br />behind and hit the high spot on the edge and up to the corner with the thought that from <br />that point the City would work on getting it to 20th Avenue. <br /> <br />Council Member Broussard Vickers asked whether the agreement had the wording <br />regarding prepayment or if Staff was structuring the bond appropriately to account for <br />that. <br /> <br />City Attorney Hoeft indicated that Staff would structure the bond to account for the <br />prepayment. He then reviewed the changes to the agreement including increasing the <br />building pad sizes to 60 x 60 as requested by Mr. Palzer. He also reminded Council that <br />the improvements were getting close to the amount of the waiver. <br /> <br />Council Member Broussard Vickers asked if the City could ask for a waiver on this <br />phase.
