<br />City of Centerville <br />November 12, 2003 <br />Council Meeting Minutes <br /> <br />that they are supposed to get as the $50,000 was required of the developer for offsetting <br />costs to extend the watermain to the benefit of Lake land Hills. <br /> <br />Council Member Broussard Vickers indicated that approximately $30,000 was applied to <br />The Shores watermain extension and she would like Staff to research the exact amount <br />remaining to assist with this piece of the watermain extension. She then said that the <br />amounts should be used to offset the costs to the City on the oversizing and then to the <br />benefit of the residents to lower the assessments. She further commented that the funds <br />were there to offset the costs to extend the watermain and loop it and not solely for the <br />purpose of reducing the assessments to the benefiting properties. <br /> <br />Mr. Schweppe asked Council to clarify language in the developer's agreements in the <br />future to make things more clear. He then said that he believes the reason the $50,000 <br />was written in was due to the resident input at the meetings and concern with extending <br />the watermain down their street in the future. He further commented that he would be <br />appreciative of any remaining funds to be used to offset costs but wishes the entire <br />$50,000 was still available. <br /> <br />Mr. Peterson commented that, at one time, there was a plan to loop Lakeland Hills by <br />running the watermain underneath the creek but that was not feasible. <br /> <br />Mr. Don Simonson, 7263 Centerville Road, indicated that this project has cost twice as <br />much as it would have if the water waited until the street is redone in two years. <br /> <br />Mr. Peterson indicated that the directional drilling is more expensive but there is not as <br />much disruption. <br /> <br />Council Member Broussard Vickers explained that the developer's contribution would <br />not have been available had the City waited making the costs higher. <br /> <br />Mr. Simonson asked where the developer kicked in any portion. <br /> <br />Mr. Peterson pointed out where the watermain was paid for by the developer and <br />indicated the remaining portion was split among the benefiting properties. <br /> <br />Mr. Simonson indicated that residents have been looking for the $50,000 for some time <br />and it has been discussed at every meeting. He then read from the March 26, 2003 <br />minutes where a motion was made to determine the amount of funds remaining prior to <br />determination of the final assessments. He further commented that the purpose of the <br />$50,000 was to offset the costs oflooping for Lakeland Hills. <br /> <br />Ms. Chris Lofgren, 7256 Centerville Road, commented that she does not feel It IS <br />appropriate for the City to take some of the funds to pay for the over sizing because <br />comments were made that the City does that automatically anyway. <br /> <br />Page 4 of 15 <br />
