<br />City of Centerville <br />November 12, 2003 <br />COWlcil Meeting Minutes <br /> <br />Soil Corrections - If we believe as stated soil corrections need to be made due to <br />possible hazardous material having been buried on this site then I feel we should <br />contact the EP A regarding possible hazardous dumping and have the current <br />property owner take responsibility for the problem they have created. Rather than <br />burden the taxpayers with this expense. <br /> <br />Respectfully, <br /> <br />Mary Capra <br />Centerville City Council Member <br /> <br />Mayor Sweeney indicated the rezoning is a simple majority but the Comprehensive Plan <br />amendment would require a super majority. <br /> <br />City Attorney Hoeft confirmed that the Comprehensive Plan amendment would require a <br />4/Sih vote of Council. <br /> <br />Mayor Sweeney asked for any additional discussion over and above what was heard at <br />the last work session. He then said that he feels this proposal would benefit the City by <br />cleaning up that strip of the road and bring in more taxes albeit not for 10 years but the <br />City will not lose any tax money and he does not think this will hurt the school system by <br />overloading it with residents as Lino is adding a lot more students than the 130 <br />townhomes in Centerville would add. He then said that TIF funds provide the City with <br />the ability to use those funds for trails, the water tower, and possibly cleaning up the <br />public works site. <br /> <br />City Attorney Hoeft indicated he would need to research whether the funds could be used <br />at the public works site. <br /> <br />Council Member Broussard Vickers indicated that a TIF district does not have zoning <br />attached. <br /> <br />Mayor Sweeney indicated there is a misunderstanding that this would be a residential TIF <br />district but it is a TIF district and the property is zoned separately. <br /> <br />Council Member Lee indicated there is some stigma attached because of the City's <br />history with using TIF funds to pay for City Hall and the law being changed and Staff <br />missing it. He then said that he has done some research into TIF and he does not see that <br />this proposal would hurt the City in any way. <br /> <br />Council Member Paar indicated he has not changed his position. He then asked about the <br />soil problems and who is responsible for that and why the City is paying for the soil <br />problems. <br /> <br />Page 8 of IS <br />
