<br />, . <br /> <br />City of Centerville <br />Council Meeting Minutes <br />January 8, 2003 <br /> <br />Mr. Boyum handed out a copy of his presentation to the Council. He reviewed the <br />current service agreement between Waste Management and Centerville and indicated that <br />the contract allows for a cpr increase each year. He advised that the cpr for 2002 is 2.3 <br />percent and reviewed the proposed increases with Council. <br /> <br />Mr. Boyum explained that during 2002 Anoka County has given haulers a $5 per ton <br />rebate on the tip fee at the waste to energy facility, which Waste Management has chosen <br />to pass back to the City. He reviewed the quarterly rebate amounts, indicating the total <br />rebate through November is $4,566.11. He believes the final 2002 rebate will be $5000 <br />to $5200. He indicated that this could be received by check or in the form of a credit to <br />the City. He stated Waste Management performs a Spring Clean-up for the City and this <br />could be applied to that cost if they so choose. <br /> <br />Mr. Boyum then explained the Single Sort recycling program to the Council. He <br />explained that 'Single Sort' refers to commingling of all recyclables in one 64-gallon <br />cart, which is collected every other week. He indicated Waste Management opened a <br />new recyclery in January 2002 with state-of-the-art equipment used to separate 'single <br />sort' commodities. This facility is located at 1800 Broadway and is available to tour. He <br />indicated eight (8) cities totaling 56,500 homes have joined the program, with another <br />three (3) cities and 2,720 homes to start in the 1 st quarter of 2003. He stated the Single <br />Sort program provides many advantages including being user-friendly - no more <br />separating recyclables; less wear and tear on streets due to every other week service; <br />proven increased participation and more pounds set out. He reviewed the increased <br />participation and pounds collected in Coon Rapids, a previously low area for recycling. <br /> <br />Mr. Boyum reviewed the costs for Single Sort service, indicating the carts are purchased, <br />delivered and maintained by Waste Management. He explained that participating in the <br />Single Sort program would require a rate adjustment of .25 per month and a 5-year <br />contract extension to offset the cart expenditure. He stated that the comments and <br />surveys of participating cities have been very good. He reiterated the three (3) items he <br />was addressing with the Council and stated tours of the new facility were available. He <br />also presented Council with a video they could cablecast if desired. <br /> <br />Council Member Capra clarified that Waste Management was looking for a contract <br />extension to 2009 in addition to the rate increase for participation in the Single Sort <br />program. Mr. Boyum concurred. <br /> <br />Mr. Boyum stated there were several reasons for promoting Single Sort for Waste <br />Management. He indicated the high worker's compensation statistics for collecting <br />recycling, from broken glass, slipping on ice, back injuries. He stated using the current <br />method with separate bins, the trucks have to dump if only one bin is full. Therefore they <br />are running half empty trucks at times. By putting the materials together there are less <br />trips to dump. <br /> <br />Page 3 of20 <br />
