<br />Centerville City Council <br />Meeting Minutes <br />February 26, 2003 <br /> <br />VIII. ANNOUNCEMENTS/uPDATES <br /> <br />1. Water and StreetJPavement Management Plans <br /> <br />Ms. Moore-Sykes indicated she had met with Ms. Paulseth and Mr. Palzer regarding <br />issues for water and streets and a request from the Parks and Recreation Committee to <br />look at a park maintenance schedule. She then overviewed her memorandum provided to <br />Council and indicated that each plan would cost approximately $15,000 and would <br />outline procedures, expenditures and provide a clear vision of future projects for the City. <br /> <br />Mr. Peterson indicated the study would rate the projects and give different options and <br />recommendations, as well as, costs for budgeting purposes. <br /> <br />Motion bv Council Member Broussard Vickers. seconded bv Council Member <br />Capra to order a Street Maintenance and a City Water Distribution Plan to be paid <br />out of the water fund and street fund at a cost not to exceed $15.000 per plan. All in <br />favor. Motion carried unanimouslv. <br /> <br />2. Legislative Update <br /> <br />Ms. Moore-Sykes indicated that the Governor's plan, yet to be approved by the House <br />and Senate, would mean that the City ofCenterville loses $93,000 this year and $107,000 <br />next year. <br /> <br />Council Member Capra commented that the City has fixed costs that cannot be reduced <br />and the cuts may not be 5% across the board, some will be higher. She then said that <br />freezing state workers wages is one thing, but cities and counties should be allowed to <br />manage their own employees. <br /> <br />Mayor Sweeney commented that a City that is managing itself properly should have <br />funds available for its employees and the City should be allowed to make decisions <br />concerning its employees. <br /> <br />Council Member Paar commented that something has to be done to solve the 12 years of <br />excessive state spending. <br /> <br />Mayor Sweeney commented that revenues increased by 6% and expenditures by 14% and <br />that is a problem. <br /> <br />Ms. Wirth indicated she did not feel it was fair to freeze state employee wages' as she is <br />one. She then said that taxes have been decreased 17% over five years and that is exactly <br />the state deficit amount so it is not out of control spending. <br /> <br />Mayor Sweeney commented that had he worked for a company that did state work and <br />when the person in control of budgets says that he has to spend his entire budget in order <br />to get more money next year that concerns him. <br /> <br />Page 12 of20 <br />
