<br />Council Member Capra gave a brief overview of the history of the Design Team and the <br />process for declaring an historical district. <br /> <br />Council Member Lee indicated he felt the mailing should have stated that not returning <br />the card would count in favor of the historic district. <br /> <br />Council Member Capra indicated that information was listed in the second mailing that <br />there would need to be 51 % to oppose the district. <br /> <br />Ms. Bonnie McDonald introduced herself and thanked Council for the opportunity to <br />provide information on a possible historic district. <br /> <br />Ms. McDonald indicated Council Member Capra had asked her to come as a professional <br />in the field of historic preservation planning. She then briefly gave an explanation of the <br />process of placing properties on the national register of historic properties. <br /> <br />Ms. McDonald indicated she had received calls concerning whether the national register <br />historical designation affected personal property rights. She then clarified that it does not <br />except where federal funds are used and federal funds are rarely given to individuals to <br />renovate their homes. <br /> <br />Ms. McDonald described the process for designating an historic district. <br /> <br />Council Member Lee asked if the City moved forward, what the time frame would be to <br />create the historic district. Ms. McDonald indicated the timeline is governed by the time <br />required to gather the information required and dependent upon the level of interest or <br />expertise in writing the request. She then recommended allowing at least six months and <br />as much as one year. <br /> <br />Council Member Capra indicated that shee had begun photographing the homes that were <br />within the original surveyed area and started the process of determining when they were <br />built and who owned them. She then indicated that the designation would require careful <br />review by the County as to whether the buildings could be removed to allow widening of <br />CSAH 14. <br /> <br />Council Member Lee asked whether the City had any requirement to assist with funding <br />the historic district application. Ms. McDonald indicated Council could chose to support <br />the writing of the nomination with or without financial support. She further clarified that <br />the City has no legal obligation to financially contribute. <br /> <br />Council Member Lee asked that if Council were in favor of this nomination, if the City <br />would have any control over which homes are included. Ms. McDonald indicated neither <br />the City, nor the person who wrote the designation, has control over whether the <br />nomination is accepted by the National Park Service.
