CenterviUe City Council
Meeting Minutes
March 26, 2003

Mr. Keinath reviewed what the Administrators had determined would be the expenses
involved. He then noted that the Centennial Lakes Police Department would be looking
at expanding the facility if this merger does not move forward.

COlUlcil Mernber Broussard Vickers commented that originally the current year payment
for Lino Lakes was $2.5 million and now is down to $2.4 million.

Mr. Keinath indicated that updated information was received and that is why the amounts
are different.

Council Member Paar commented that this could end up costing more than proposed so
the savings of $429,000 may not actually be that high. He then said that he is concemed
with ensuring that Centerville's coverage remains the same or better than it is now.

Mr. Keinath indicated the ultimate cost will be decided by the four cities to the extent the
cities are willing to spend more than the proposal costs could go up.

Council Member Paar asked if part one and two crimes was an accurate way of
determining coverage.

Mr. Keinath explained that the existing agreement works on total calls and there was an
interest in finding an alternative.

Council Member Lee asked when the new numbers would be reworked and new
formulation options considered.

Mr. Keinath indicated that if the four cities decide to proceed then there would be many
different runs and different examples.

Ms. Waite Smith provided an overview of the facilities in Lino lakes explaining the types
of options available in the police department section of City Hall.

Ms. Waite Smith indicated it would not be necessary to remodel in the event the space is
filled because there is expansion space within the existing structure.

Council Member Broussard Vickers asked what the estimated timefrarne for outgrowing
the space with a consolidated force would be.

Ms. Waite Smith indicated that two important factors would affect the growth of the
department the first is that Lino Lakes adopted a comprehensive plan slowing growth to
147 homes per year and the second is that the City has not been adding Staff according to
its five year plan due to budget constraints.

Page 4 of19
