<br />Centerville City Council <br />Meeting Minutes <br />March 26, 2003 <br /> <br />would like to make sure that the number of miles patrolled is factored in. He also said <br />that the COP program is very important as it gets the officers out talking to kids and <br />residents. <br /> <br />Mr. Wilharber cautioned that it seems the proposal has heavy gains to Lino Lakes and he <br />would like that researched and taken into consideration. He then concluded by saving <br />that the timeframe is short and the lack of citizen review board concerns him. <br /> <br />Mr. Wilharber asked for information on the buying in of the assets. <br /> <br />Ms. Waite Smith indicated that evel)'one would contribute all that they have and there are <br />no buy ins. <br /> <br />Mr. Wilharber asked if funds were included for a separate audit as there was a zero in that <br />area Ms. Waite Smith indicated that there was not a separate audit but there is another <br />line item for professional services and that is where that cost was put. <br /> <br />Ms. Waite Smith indicated that she and the finance director had worked hard to pullout <br />all police department costs from the regular budget to make sure they were not <br />understating Lino's costs. <br /> <br />Council Member Broussard Vickers indicated she was not happy with the formulas but <br />felt the City should move forward with the process. <br /> <br />Council Member Capra agreed but said her major concern is with street coverage and <br />making sure there is the same or better coverage. She also expressed concern with the <br />fact there would not be other officers to pool from with the merger. <br /> <br />Council Member Paar indicated he felt citizen involvement was vel)' important. He then <br />said he wants to make sure this benefits Centerville and he is concerned with the potential <br />growth to Lino Lakes. <br /> <br />Council Member Capra indicated the funding would be discussed eveI)' two years. <br /> <br />Council Member Lee indicated he was not comfortable with the timefrarne as he feels <br />that it may become vel)' political and that would stall the process. <br /> <br />Mayor Sweeney indicated he felt it was a good idea to move forward with the proposal. <br /> <br />Motion was made bv Council Member Broussard Vickers and seconded by Council <br />Member Caora to dose the public bearin2. AIl in favor. Motion carried <br />unanimouslv. <br /> <br />Mayor Sweeney closed the public hearing at 7:30 p.m <br /> <br />Council consensus was to move forward. <br /> <br />Page 7 of 19 <br />
