<br />City ofCenterville <br />Council Meeting Minutes <br />April 9, 2003 <br /> <br />Council agreed that it was too late in the process to add the interested residents. <br /> <br />Motion bv Council Member Lee. seconded bv Council Member Paar to aoorove <br />Resolution #03-022 as oresented. All in favor. Motion carried unanimouslv. <br /> <br />6. Resolution #03-017 - MN Legislature to Preserve Local Government Control <br /> <br />Ms. Moore-Sykes indicated that the City of Andover had taken the lead on this <br />Resolution and is asking all cities in Anoka County to consider adopting the Resolution <br />to be sent to the legislature showing support for cities maintaining control over local <br />government. <br /> <br />Council Member Capra indicated she was at the meeting and had discussed with the <br />representatives that she was more concerned with the homestead credit than LGA and <br />wanted to maintain control of city wages and salaries. <br /> <br />Ms. Moore-Sykes indicated the issue with the market value homestead credit is that it is <br />taken after the City has already decided what next year's budget is and it is based on <br />property taxes. She then indicated that the credit is what the state wants to give to <br />homeowners and not the City. <br /> <br />Motion bv Council Member Broussard Vickers. seconded bv Council Member Lee <br />to aoorove Resolution #03-017 as oresented. <br /> <br />Council Member Capra indicated she had personally voiced her opinion to the Capitol <br />and does not believe there is a necessity for some of the language and would want to vote <br />on local government control over salary increases only. <br /> <br />Council disagreed. <br /> <br />VOTE: Aves - 3. Navs - 2 (Paar. Caoral. Motion carried. <br /> <br />7. Water Tower <br /> <br />Mayor Sweeney indicated it takes 18 months to two years to plan and construct a water <br />tower and he would like to get going on it. He then indicated there were a few sites <br />considered a few years ago and listed them for Council. <br /> <br />Council Member Broussard Vickers asked what site is the most recommended. Mr. <br />Peterson indicated that Outlot A would be recommended but the City would have to <br />purchase it. <br /> <br />Mayor Sweeney indicated that there could be advantages with locating it closer to the <br />freeway. <br /> <br />Page 6 of17 <br />
