<br />-"1 l. \of __ <br /> <br />City of CentervilJe <br />February 27, 2002 <br />Council Minutes <br />feels the $1,500 escrow should cover getting the work done in according with the final <br />grading plan. <br /> <br />Mayor Swedberg asked if it would be more appropriate to wait until after the changes are <br />made to Ordinance #4. <br /> <br />Ms. Moore-Sykes indicated there were two properties that needed to close in the next day <br />or so and she bad agreed to sign a document to allow them to close once the $1,500 <br />escrow payment was provided. <br /> <br />city Attorney Hoeft indicated there was not a problem establishing an escrow and urged <br />Council to make sure that the escrow is high enough to ensure the project could be <br />completed. Mr. Pa1zer indicated the developer for Hunter's Crossing bas been requiring <br />that the homeowner issue a $1,500 check to the developer to make sure the work is <br />completed and this would be in addition to the $1,500 escrow to the City. <br /> <br />Ms. Moore-Sykes indicated the City currently bas no lever with the contractor and needs <br />to establish this fee at tonight's meeting. <br /> <br />Council Member Travis ooted the escrow is an incentive to get them to come back. <br /> <br />Motion by Council Member Capra. seconded by Council Member Nelson to <br />approve Resolution #02-006 with the wordin2 chane:e for the water usa2e fee to be <br />called a water svstem maintenance fee. All in favor. Motion carried unanimously. <br /> <br />Council Member Travis indicated Council bad been telling residents that the probable <br />hook up fee for City water would be $1,500. He then indicated he saw a unit connection <br />fee on the fee schedule of$2,900 and asked what that was for. <br /> <br />Mr. Pa1zer indicated the unit connection charge came from the Mill Road water project <br />when residents were not assessed and noted it only applied to Mill Road residents. <br /> <br />Council Member Broussard Vickers clarified the City would not be applying this unit <br />connection charge to new development so the $1,500 is the correct hook up fee. <br /> <br />x. COMMITTEE REPORTS <br /> <br />None. <br /> <br />XI. ADMINISTRATOR'S REPORT <br /> <br />Council Member Nelson indicated she would like to have an update concerning the status <br />of the personnel policy added under Old Business and continually receive an update at <br />each Council meeting. <br /> <br />Page 23 of24 <br />
