City of Centerville March 13, 2002 Council Minutes then commented that by working together the Jake cat'1 be protected and can be enjoyed by an citizens. Ms. Amy Donlin, a resident of Lino Lakes indicated her &ther is Art Hawkins and he could not attend the meeting. She then read a letter he had written for Council expressing his support of the no wake ordinance to protect the island and the north arm of the Jake. Ms. Donlin indicated she is on the Environmental Board in Lino Lakes and has been working on the Ordinance. She then said that herons do not care abut research and graphs all they care about is that Lino Lakes and Centerville and Peltier island are compatible and they are living with the eagles and nesting in harmony. She then said she thinks the City should use the experts and take heed of their advice. Ms. Donlin indicated she feels a sunset clause is a ridiculous idea and said she is not ashamed to say she feels the 400 foot setback is very appropriate when you consider the pounding the island takes from the wakes of boats. Council Member Capra said she believes that it is not legal to attach a sunset provision to an ordinance and noted the matter is under investigation. Ms. Shelly Farmerie, 7425 Pekier Lake Drive, indicated she is a software engineer for a medical company and has learned to become very fuctua1 and she would like to see numbers and charts outlining the decline of the birds or decrease in water quality due to boating. She then commented she has many questions and no answers. Ms. Farmerie indicated that the bog poles are already in position so it would be economical to use them and the maintenance of those bog poles would be easier than that of buoys. She then indicated that buoys are unsightly for those Jake owners that have to look at them every day. She further expressed concern that the angle of the proposed no wake line concerns her because of possible interaction of high-speed boats with swimmers closer to shore. Ms. Farmerie indicated that the Lake Association held a meeting and those in attendance worked together to come up with a recommendation to present to Council. She then said she feels the options presented are good ones and she does not feel the rookery is failing for any one reason and asked Council to consider the proposal of the Lake Association. Ms. Coral Wilkens, 7231 Mill Road, indicated she uses the lake for water-skiing and has been a competitive skier for 19 years. She then said that the American Water Ski Association as well as the Minnesota Water Ski Association bas always strived to use the lakes in a responsible manner. She then commented that high-speed boaters have been targeted as the group to blame for what is happening out at the rookery but she feels having a no wake zone will not end the human encroachment at the rookery. She further commented that she feels Council should take the summer to conduct a study to identify the true cause of the fililing at the rookery. Page 60f21
