<br />City of Centerville <br />March 27, 2002 <br />Council Minutes <br /> <br />Mr. Evis indicated that the Association at his lake determined there would be no <br />restrictions. He then said the Association focuses on safety, water quality, monitors <br />fishing and recreational activities. They also have a weed control program and a wildlife <br />management program all run by the Association. <br /> <br />Council Member Broussard Vickers asked what in the ordinance would preclude the <br />Peltier Lake Association from managing the lake as described by Mr. Evis. <br /> <br />Mr. Evis indicated he was attempting to point out that the best source of information and <br />best management for the lake is the lake association because the residents will tell you <br />what going on. <br /> <br />Council Member Travis said he does not agree with that because there are experts who <br />have schooling and experience for handling these types of issues. <br /> <br />Mr. Evis said he was not taking anything away from the expert testimony but commented <br />that if you give the dimensions of a bumble bee to an aeronautical engineer he would tell <br />you it could not fly but no one ever told a bumble bee he could not fly. He then <br />commented that the no wake zone shrinks the recreational size of the lake and causes <br />congestion. He also commented that enforcement of the no wake zone will cost the City <br />money. <br /> <br />Council Member Capra asked what the depth of Lake Owasso was. Mr. Evis indicated <br />the depth ranged from two feet to 35 feet. <br /> <br />Council Member Capra said she did not feel it was appropriate to compare the two lakes <br />because there is no information on how many lakes drain into that lake. She then agreed <br />that the lake owners are a good source of information as to what is going on around the <br />lake but they are not the best source for the management of algae and water quality. <br /> <br />Mr. Evis commented that the lake association takes care of the lake and said the City <br />needs to work with the association and listen to what it has to say. <br /> <br />Ms. Donna Carlson of 1590 East Shadow Lake Drive addressed Council and said that she <br />regrets that the Lino Lakes Council did not work well with Centerville on this ordinance <br />and she hopes that in the future the two cities can work together better. She then <br />commented that Lino Lakes did not listen to the experts or. Staff concerning the sunset <br />clause. <br /> <br />City Attorney Hoeft indicated that, if the City wanted the no wake zone and wanted it to <br />be enforceable, the City would need to adopt the same ordinance as Lino Lakes and that <br />would need to include the sunset clause because Lino Lakes did. <br /> <br />Page 8 of 18 <br />
