<br />city ofCenterville <br />Council Meeting Minutes <br />April 10, 2002 <br /> <br /> <br />Mayor Swedberg asked whether Council wants to have the lOOA>> come to the City in the <br />future or get out of it entirely. <br /> <br />Council Member Travis indicated he felt the City should get out of the 5OOA>> but keep the <br />l00A>> to be used however Council sees fit under the lawful purposes. <br /> <br />It was the consensus of Council to continue receiving the 10% but get out of the practice <br />ofholcting the 50%. <br /> <br />Council Member Capra indicated she would like the Lions to work with the Park and <br />Recreation Committee to construct the pavilion so that the City is actually expending the <br />money rather than giving it to the Lions. <br /> <br />City Attorney Hoeft indicated that the Park and Recreation Committee should be advised <br />that they are an advisory board and need to come to Council for approvals. <br /> <br />Council Member Broussard Vickers indicated she would not be able to attend the next <br />Park and Recreation Committee meeting. <br /> <br />3. <br /> <br />Resolution #02-009 (Establishin~ Centerville's ponin~ Place <br /> <br />Motion bv Council Member Nelson. seconded bv Council Member Brmlssard <br />Vickers to approve Resolution ##02-009 as presented. AD in favor. Motion earried <br />Q.llanimously . <br /> <br />Council Member Travis asked if Staff bad discussed this matter with the school. <br /> <br />Ms. Moore-Sykes indicated that Staff bad spoken to the Facility Director and, upon <br />direction from Council, bad also received approval from the Principal of the school. <br /> <br />4. Ordinance #68 Legal Publishine- <br /> <br />Ms. Moore-Sykes indicated that the City had received the legal description for the no <br />wake line from Mr. PelTY and noted Staffwould be publishing the Ordinance. <br /> <br />Council Member Capra commented that the Ordinance contained a fine and she had <br />thought Council asked not to have a fine amount listed. <br /> <br />City Attorney Hoeft indicated that it was okay to leave the fine amount in the Ordinance <br />because the ordinance was to be reviewed prior to the next time the fine amount would be <br />raised. <br /> <br />5. Moreland & Baron <br /> <br />City Attorney Hoeft reported that the Baron's bad remedied the situations on their <br />property that the citation was based on. No one was able to answer the question. <br /> <br />Mayor Swedberg indicated he would be more comfortable if no money went back to the <br />City for the use of the lBcility. <br /> <br />Council Member Nelson indicated that the City had looked at charging to use the lBcility <br />ib order to recover some of the City's cost. <br /> <br />Council Member Broussard Vickers chuified that the Lions Auxiliary Branch would be <br />running the concessions not the Little League. She further cJari:.tied that a portion of the <br />monies would go to the City for Park and Recreation and the remainirtg funds would be <br />used for Lion charities. <br /> <br />Council Member Capra asked whether the Park and Recreation Committee wants a <br />concession stand at LaMotte Park. Council Member Broussard Vickers indicated that the <br />CoIJUDittee does want the concession stand at LaMotte Park. <br /> <br />. <br /> <br />Mayor Swedberg suggested tabling the discussion for consideration at another till}e. <br /> <br />Council Member Nelson said she would like to have people petition for funds and let <br />Council decide what to do. <br /> <br />Council Member Capra indicated she was not opposed to a structure in the park but said <br />she is not sure what type of structure that should be. She then indicated she would like <br />the Lions to come to Council to provide more information on the type of structure to be <br />constructed. <br /> <br />Council Member Broussard Vickers said she would like Council to ask the Park and <br />Recreation Committee what type of structure it wants. <br /> <br />Council Member Capra said she would like to see the Lions work with the P~k and <br />Recreation Committee. Council Member Broussard Vickers commented that the two <br />groups bad worked together on the matter before the money was available. <br /> <br />Council Member Capra indicated that the plan had been changed from the initial design <br />because when it first started it was to be a pavilion and now it is a concession stand. <br /> <br />Council Member Broussard Vickers suggested inviting the Lions back to discuss the <br />matter with the Park and Recreation Committee. She then said that she is not in favor of <br />disbursing the money to any other organization because the intent was to use the money <br />for the pavilion at LaMotte Park. <br /> <br />. <br /> <br />Page 80f16 <br />
