The two top problems are Underaae Drinkina and ~. <br /> <br />Mr. McManus: Local laws can be more strict than state laws. Recommend City <br />Ordinances clarify and define the Minnesota Laws. Recommend the <br />use of the word "may" instead of "shall and will" in ordinance. Often the <br />city has an evacuation reauirement included in their ordinance. The <br />two top problems are Underaae Drinkina and DUI's. <br /> <br />Mr. Erickson: The state gets the application to the city 4-6 weeks in advance of due <br />date. <br /> <br />Mr. Montain: Concerned about the city "micro manaaina" the liquor establishments. <br />Does not want the city telling the bars who, when, or where specific <br />classes are required. Trio uses "bar time" (extra 15 minutes), at 1:00 <br />am no further sale, at 1:15 am off the bar, and at 1:30 out the door. <br /> <br />Mr. DeFoe: Expressed concern about what is the aoal of the ordinance and/or <br />further restrictions? Concerned about the too strict penalties in the <br />Plymouth Ordinance. The licensed owner can do all the "righr things <br />and still end up having something go wrong. <br /> <br />Conclusion: Provide an ordinance that will clarify what is expected in the application <br />process, the rules required, and the consequences for rule violations. <br />
