<br />City of Centerville <br />Febnuuy 27, 2002 <br />Cooncil Minutes <br /> <br />Mr. Zimney commented that it looks like the extra costs can be attnooted to the <br />properties from Pehier to the west. Mr. Peterson indicated the $20,000 was not just for <br />bringing water under the culverts but for the additional costs associated with the need to <br />dewater during the directional drilling. <br /> <br />Mayor Swedberg asked whether Staffwas prepared to discuss water priorities for the <br />City. <br /> <br />Mr. Palzer indicated most of the priority items would be explained in the report otherwise <br />it is a political decision as to the importance of who gets water first. He then indicated <br />that the cheapest way for the City to provide water to the residents is when development <br />occurs. <br /> <br />Council Member Capra indicated she would like to review past issues with Peltier Lake <br />Drive. Mr. Pah.er noted residents did not pay anything for the road because it came out <br />of the general fund. <br /> <br />Council Member Nelson said she feels confident that either cost estimate six 6 or 7 shows <br />proper benefit to the owners and she is in :favor of the project proceeding. <br /> <br />Mayor Swedberg asked City Engineer Peterson the approximate cost of preparing the <br />plans. Mr. Peterson indicated the preparation of the plans would cost approximately <br />$15,000. He then noted that, once the plans have been prepared, the plans can be used at <br />any time if this project does not proceed at this time. <br /> <br />Motion by Council Member Nelson. seconded by Council Member Capra to <br />approve ReSolution 02-004 as presented. <br /> <br />Ms. Moore-Sykes indicated this was a housekeeping matter because Council bad <br />previously accepted the feaSJ.'bility study by motion. <br /> <br />Mayor Swedberg asked why Mr. Rehbein bad said he was not using 429 financing but the <br />Resolution says 429 financing will be used. <br /> <br />Mr. Rehbein explained that private financing would be used for developing the Shores <br />but the City is using 429 to get water to the property. <br /> <br />Council Member Travis said he bad mixed feelings because he feels the City could <br />potentially get stuck with the bill for this if Mr. Rehbein and Mr. DeFoe were to contest <br />the assessment and win. <br /> <br />Ayes - 2 (Nelson/Capra). NayS - 2 (Swedber2ffravis). Abstaia -1 (Broussard <br />Vickers). Motion failed. <br /> <br />City Attorney Hoeft clarified that the motion did not pass. <br /> <br />Page 9 of24 <br />
