<br />c. The Development Review Committee shall hold the administrative <br />hearing as scheduled by the Community Development Director or <br />Designee. <br /> <br />d. The Development Review Committee shall render and forward a <br />recommendation to the Community Development Director or Designee for <br />approval and the Community Development Director or Designee shall <br />make the final decision. <br /> <br />e. Should the applicant or a contiguous property owner object to the <br />Community Development Director or Designee decision on the Master <br />Sign Plan, an appeal may be filed within 10 days following the <br />administrative decision by the Community Development Director or <br />Designee. The appeal shall be made in writing and shall be addressed to <br />the City Manager. The Variance Board shall take up the appeal at a <br />regular board meeting within 45 days on the appeal. The Master Sign Plan <br />appeal shall follow notice requirements and other procedures contained in <br />Chapter 108 of the Title. <br /> <br />1009.04 <br /> <br />SIGN AREA COMPUTATION: <br /> <br />A. Computation of Sign Surface Area of Individual Cabinet or Panel Sign: To compute <br />the area for a cabinet or panel sign face: Compute by means of the smallest square, <br />rectangle, circle, triangle, or combination thereof that will encompass the extreme limit of <br />the copy, representation, logo, emblem, or other display, together with any material or <br />color forming an integral part of the background or the display or used to differentiate the <br />sign from the backdrop or structure against which it is attached or affixed, but not <br />including any support framework, bracing, or decorative fence or wall when such fence <br />or wall otherwise meets the pertinent zoning regulations and is clearly incidental to the <br />display itself. <br /> <br />B. Computation of Sign Surface Area of Individual Signs Mounted Letters or Symbols: <br />When a sign is composed of individual mounted letters or symbols, the sign surface area <br />shall be determined hy means of the total or the smallest contiguous square, rectangle, <br />circle, triangle, or combination thereof that will encompass each letter, representation, <br />logo, emblem or other display. <br /> <br /> <br /> <br />I D I <br />AI.. = (A X B) + (C X Dj <br /> <br />ArM = A X B <br /> <br />- 16 - <br /> <br />1_ <br />
