<br />· We recommend that an additional goal should be to sustain groundwater resources within the city <br />and cooperate with the Minnesota DNR - Groundwater Level Monitoring Program to monitor <br />water levels in its municipal wells. <br /> <br />· The city should consider including its wellhead protection goals into this section. <br /> <br />Water Resources <br /> <br />. <br /> <br />This section ofthe plan repeats the goals and policies of the Community Facilities and Services <br />Goals and Policies (page 49). By combining water resources and municipal facilities/services in a <br />single chapter, we believe that Centerville is not sufficiently acknowledging that water is a state <br />managed natural resource instead of a city facility. Contamination and excessive water <br />appropriation can affect groundwater, lakes and wetlands in multiple communities. The city is <br />required to participate in protection and management of water through state programs. We <br />believe that Centerville should acknowledge its efforts to protect and sustain its natural resources <br />in its Comprehensive Plan. <br /> <br />. <br /> <br />We recommend that an additional chapter be added into the plan titled - Natural Resources and <br />that the relevant discussion of water resources be moved into this chapter. <br /> <br />. <br /> <br />We recommend that the title of the existing Water Resources chapter (page 86) be renamed <br />Community Facilities and Services with the goals and policies inserted from page 49 in the same <br />manner as land use, parks and transportation goals were placed in their chapters. <br /> <br />Water Supply - Wellhead Protection <br /> <br />· The plan states the city has recently adopted a Wellhead Protection Plan that "identifies 10 and <br />50 year Wellhead Protection Areas (WHP A) for each ofthe city's two wells." Part 1 ofthe city's <br />wellhead protection plan, which was prepared in cooperation with the Minnesota Department of <br />Health, delineated only the 10 year time oftravel for groundwater to be drawn into each well. We <br />recommend that reference to a 50 year Wellhead Protection Area be removed. <br /> <br />Park and Trails <br /> <br />· The Centerville plan is consistent with the County's Parks and Recreation Comprehensive Plans. <br /> <br />· On page 19, first paragraph, the Met Council requires that park reserves, not regional parks, have <br />80 percent of land preserved in a natural state. <br /> <br />· On the same page, last paragraph, regarding the Bald Eagle Regional Trail, the last word should <br />be street instead of avenue. <br />
