<br />City of Centerville <br />City Council Meeting <br />August 27, 2008 <br />could be to appeal it to the full Circuit. Councilmember Lakso explained that Comcast <br />filed a petition that, if they can prove 15% of people subscribe to satellite, they can <br />circumvent rate regulation of the franchise. It will be Comcast's challenge to prove this. <br />She stated that a consultant was hired to make sure Comcast's numbers are accurate. The <br />Commission emphasized that they do not want to lose any of the funding or the ability to <br />regulate the basic service. It was questioned whether Comcast could charge a higher rate <br />in locations that are aflluent than is being charged to other areas. <br /> <br />Councilmember Lakso added that any basic service would not be able to get pay-per-view <br />movIes. <br /> <br />Mayor Capra inquired whether they are doing this with other commissions. <br /> <br />Councilmember Lakso replied that she will keep the Council updated. <br /> <br />Councilmember Paar stated that residents can now get the government channel free from <br />Comcast even if they don't subscribe to other services. <br /> <br />Councilmember Lee stated that free access users would have to buy a converter to digitize <br />it or get the basic service. <br /> <br />City Administrator Larson stated that most of problems are on the Federal level, but there <br />may be more on the State level as the legislature convenes again. <br /> <br />X.
