<br />City Council 2008-08-13 - 8;00 p.m. <br />Minutes of Work Session <br /> <br /> <br /> <br />Present were Mayor Capra, Council Members Jeff Paar, Tom Lee, Linda Broussard- <br />Vickers, and Michelle Lakso. Also present were, Finance Director John Meyer, City <br />Engineer Mark Statz and Tony Spector, Representative from Smith & Glaser in place of <br />City Attorney Kurt Glaser. <br /> <br />Budget: <br /> <br />Finance Director John Meyer reviewed changes to the proposed budget for 2009. He <br />indicated that among the changes, he had included $25,000 to start a reserve for streets, <br />and included the Parks and Recreation Committee's request for $4-5,000 to sponsor an <br />8K race in conjunction with the 2009 Fete des Lacs Celebration. Engineer Mark Statz <br />reported that his estimate to fully fund crack sealing, seal coating and mill and overlay of <br />all streets without special assessments, would be about $350,000 per year. It was noted <br />that the preliminary levy must be adopted in early September. <br /> <br />Trail Grant: <br /> <br />Engineer Mark Statz reviewed the priority ranking of trails to be included in the trail <br />grant project. Council and the Parks and Recreation Committee rankings were considered <br />and put in order of preference to show which of the trails could be constructed before <br />exhausting trail grant funds. The majority of the trails on the list could be funded. The <br />consensus was that the Engineer should complete a feasibility study on the trail segment <br />on Mill Road and report back to Council at their next meeting. In the meantime, Staff <br />will meet with granting authorities at MNDOT to review the priority list to ensure that <br />grant funds can be utilized for all of the listed trail segments. <br /> <br />2009 Street Project Issues: <br /> <br />Mark Statz reported that he had met with representatives of Rice Creek Watershed <br />District to review the project and to determine where rain gardens and other stormwater <br />management features would be needed. He expects that the District will consider the <br />proposed management features at its September meeting. He expects to have plans and <br />specifications for Council review and authorization for bidding, by the end of September. <br /> <br />CSAH 14 <br /> <br />The Council discussed the CSAH 14 project. It was noted that the concrete intersections <br />in Downtown are being constructed now, along with street lighting. Curb has been <br />installed already in the downtown. It was reported that CSAH 14 should be reopened to <br />the west by September 1, 2008. If progress continues at the present rate, the road may be <br />substantially done from the west end of the project to 20th Avenue, this year. <br />
