DNR Public Wetland 2-546W abuts the southern side of Peltier Lake <br />Drive and this stretch of Peltier Lake Drive will be widened. Cross <br />sections have been submitted verifying no wetland impact will occur <br />as a result of the road widening. However, 30:J: SF of pelmanent <br />wetland impact is proposed below the OHW of Peltier Lake (884.7, <br />NGVD 29) due to replacement of three existing stormsewer outfalls <br />and one newly constructed outfall. This impact falls under the <br />jurisdiction of the MN DNR. The Applicant has submitted an <br />application to the agency for review and has provided a copy to <br />RCWD. <br /> <br />4. There is no applicable regulatory 100-year flood elevation <br />established for this project. However, compliance with freeboard <br />requirements between low entry building elevations and all proposed <br />rain garden EOFs (0.5-feet) per Rule C, Subpart 8(e) is required. A <br />full Set of the Rain Garden Grading Plan is required identifying curb <br />cut elevations and/or other applicable EOFs for each basin. <br />Additionally, a full set of the Street Improvements Plan showing <br />road profiles and low entry elevations for all buildings subject to <br />flooding by proposed rain gardens is required. <br /> <br />5. The submitted erosion and sediment control plan includes silt fence <br />downslope of disturbed areas, a rock construction entrance, riprap at <br />stOlmsewer outfalls, turf reinforcement mats at curb cuts and outfalls <br />to DNR Public Wetland 2-546W, catch basin inlet protection and <br />revegetation specifications. A revegetation implementation schedule <br />is required. <br /> <br />6. Signed/notarized copies and copy of receipt from County Recorder <br />for the following legal document(s) are required: <br />. Ponding and Flowage Easement over hydrologic features <br />outside City ROW. <br />[Note that legal document(s) are to be submitted by Applicant to <br />County for recording 01l1y after approval by District.) <br /> <br />7. The City has submitted a letter accepting responsibility for <br />maintenance of all stOlmwater facilities serving this project. <br /> <br />8. Reconstruction of 3.6:J: miles of Main Street (CSAH 14) and 2,300:J: <br />LF of 20lh Avenue S was reviewed under RCWD Permit 06-052. <br />Reconstruction of 850:J: LF of Old Mill Road north of Revoir Street <br />was reviewed under RCWD Pcnnit 07-065.
