<br />Minutes of Joint Work Session 2008-09-17 6:30 p.m. <br /> <br />@~ <br />OO@~ ~~~Ol\:l' <br /> <br />i. <br /> <br />Present were Mayor Capra, Council members Jeff Paar, Tom Lee, Linda Broussard- <br />Vickers, and Michelle Lakso. Present from Park and Rec were Kevin Amundsen, <br />Suzanne Seeley, & Lori Harris. Present from P&Z were D Love, Ben Fehrenbacher, <br />Roland Parrucci, and Tom Wood. Also present were Jenny Dosh of the EDA, Mark Statz <br />ofBonestroo & Assoc. and City Attorney Kurt Glaser. <br /> <br />Trails Project: <br /> <br />City Engineer Mark Statz reviewed the locations of the proposed trails to be done using <br />the enhancement grant funds. Much of the discussion centered around the design of the <br />proposed trail on Mill Road. P &Z member Kevin Amundsen pointed out that Park and <br />Rec had recommended a trail design that had the trail up along the roadway separated by <br />a concrete curb. The engineer's suggested design would have the trail on the outside edge <br />of the right of way with a shallow ditch separating the trail from the street pavement. The <br />design preferred by P &R will not work without reconstruction of the street, unless the <br />city was willing to sacrifice the trail upon reconstruction of the roadway. It seemed to be <br />the consensus of those present that the trail should be built as suggested by the engineer <br />in order to put the trail in a location that would not require reconstruction of the trail <br />when the roadway was done. <br /> <br />Communication: <br /> <br />The Council discussed how to respond to citizen questions and allegations in a recent <br />flyer delivered to area homes. Administrator Larson will provide a response at the next <br />Council meeting. <br /> <br />Park and Rec Committee: <br /> <br />The Park and Recreation Committee asked to be included in final inspection of park <br />projects before contractors are given final payment. The Council agreed that would be <br />appropriate. In the future, the P &R will be included in final inspections before any park <br />construction project is closed out and final payment made to the contractor. <br /> <br />Code Review <br /> <br />The Council and P&Z discussed the proposed Code revisions to chapters 150-154. The <br />group discussed sump pump requirements and the discharge locations. Concerns were <br />expressed with street failure on Peltier Lake Drive that may have been accelerated by <br />sump pumps discharging water to the street. Consensus was that the sump pumps should <br />discharge to the rear yards if possible. The City engineer will be asked to review the <br />sump pump language again. <br /> <br />Chapter 152, regarding signs, was discussed in detail. Concerns were expressed that the <br />right balance is needed to support businesses by allowing appropriate signage, yet avoid <br /> <br />I <br />L <br />
