<br />measures taken to prevent any future occurrence shall be submitted to the City within 15 days of <br />the date of occurrence. <br /> <br />D) Permits and Special User Requirements. <br /> <br />1) Sewer Connection Permit Required. It is unlawful for any person <br />to uncover, make any connections with or opening into, use, alter, or disturb any public sewer or <br />appurtenance thereof without first obtaining a written permit from the City. Any new <br />connection(s) to the sanitary sewer system shall be prohibited unless sufficient capacity is avail- <br />able in all downstream facilities including, but not limited to, capacity for flow, BODs, and <br />Suspended Solids, as determined by the City. Connections to the sanitary sewer shall be gas-tight <br />and water-tight to prevent the inclusion of infiltration/inflow. <br /> <br />2) Maintenance and Ownership of Private Sewer Service Pipes and <br />Facilities. It is the responsibility of the user or owner to maintain the sewer service pipe from the <br />property line into the house, building or other point of initial collection. All sewer pipes, <br />monitoring facilities, pretreatment facilities, and other private sewer system works shall be <br />installed and maintained in good operating condition at the user's sole expense. <br /> <br />3) Industrial Discharge Permits. All significant industrial users, or <br />other industrial users which may have a significant effect as determined by the City, proposing to <br />connect or to commence a new discharge to the wastewater disposal system shall obtain a <br />Wastewater Discharge Permit before connecting to or discharging into the wastewater system. <br />All existing significant industrial users or industrial users subject to Federal pretreatment <br />standards under Section 307 (b) and (c) of the Act connected to or discharging into the <br />wastewater disposal system shall obtain a Wastewater Discharge Permit within 90 days after the <br />effective date of this Section. Such permits may limit such discharges by volume or wastewater <br />constituents and may require pretreatment before discharge into the City system. Industrial users <br />requesting connection to the disposal system shall complete and file with the City an application <br />in the form prescribed by the City. <br /> <br />4) Industrial User Reports. The City may require that any industrial <br />user discharging or proposing to discharge wastewater into the wastewater disposal system file a <br />periodic discharge report. The discharge report may include, but not be limited to, nature of <br />process, rates of flow, mass discharge rate, production quantities, hours of operation, compliance <br />status with any State or Federal pretreatment standards, or other information which relates to the <br />generation of waste, including wastewater constituents and characteristics in the wastewater <br />discharge. <br /> <br />5) Monitoring Requirements and Facilities. Monitoring facilities to <br />allow inspection, sampling, and flow measurement of the building sewer and/or internal drainage <br />systems shall be provided and operated by all significant industrial users or other industrial users <br />which may have a significant effect as determined by the City. The monitoring facilities shall be <br />situated on the user's premises. There shall be ample room in or near such sampling manhole or <br />facility to allow accurate sampling and compositing of samples for analysis. The facility, <br />sampling, and measuring equipment shall be maintained at all times in a safe and proper <br />operating condition at the expense of the user. <br /> <br />6) Inspection of User's Facilities. <br /> <br />/6 <br />
