<br />City of Centerville <br />Planning and Zoning Commission <br />Meeting Minutes, October 7, 2008 <br /> <br />public hearin!! would be held prior to f'mal plan adoption, which follows Met Council <br />review. All in favor. Motion carried unanimously. <br /> <br />Randy Haggerty regarding front porches. Randy Haggerty of 1835 Prairie Drive was <br />present to suggest that City rules might be changed to encourage front porches to be <br />constructed. He felt that neighborhoods would be perceived to be more friendly, if homes <br />had porches on the front of the homes. He suggested that grants be explored to come up <br />with some sample designs and further that the rules be relaxed to encourage construction of <br />front porches. This would also add value to the homes. Staff will look into the grant <br />possibilities and report back. <br /> <br />III. PUBLIC HEARING(S): None <br />IV. OLD BUSINESS <br /> <br />A. CODE REVIEW. The Commission reviewed a memo containing a summary of the <br />changes that are proposed as a result of its review process over the past several <br />months. The Commission directed that language in the sump pump regulations be <br />changed to say that a "rigid connection shall be made to the outside of the structure." <br /> <br />The Commission examined the sign regulations and determined that a definition and <br />regulation should be added for a "Pylon Sign" and a "Ground or Monument" sign. A <br />pylon Sign should be located ten feet from the property line and must be at least six <br />feet to the bottom of the sign. A ground sign should be at least fifteen feet from any <br />property line and may not interfere with traffic visibility. These changes will be <br />incorporated into the revision. <br /> <br />The Commission further directed a change in the draft to include a regulation that <br />illuminated signs may not direct excessive light onto adjoining residential properties. <br /> <br />Motion by Commissioner Pan!!:ell, seconded bv Commissioner Wood, to schedule <br />a public hearin!! at its November meetin!! to consider the Code revisions to <br />Chapters 150-155. All in favor. Motion carried unanimously. <br /> <br />B. BUILDING SETBACKS. The Commission discussed the building setbacks following <br />a number of recent requests for variances. The Commission identified the R-2A zone <br />as a likely candidate for changed setback. The majority of the homes were constructed <br />on smaller lots with small two-car garages and minor change might allow flexibility <br />for expansion of garages and homes. Consensus was that a five foot reduction in the <br />setback would be warranted. <br /> <br />Motion by Commissioner Fehrenbacher, seconded by Commissioner Pan!!elL to <br />schedule a public hearin!!: at its November meetin!! to consider a proposed <br />ordinance that would chan!!e the front-yard setback in the R-2A district to 30 <br />feet.
