Bonestroo <br /> <br />Jennifer Olson <br />Emmons and Olivier Resources, Inc. <br />For Rice Creek Watershed District <br /> <br />Re: Rice Creek Watershed District Comment Letter to City of Centerville <br />Oty of Centerville <br />Oient Project No.: 6160715 <br /> <br />Dear Ms. Olson: <br /> <br />This letter is in response to your comment letter dated 10/6/2008 in which Rice Creek Watershed <br />District (RCWD) submitted their comments about the 2030 update to the Centerville <br />Comprehensive Plan. Minnesota law requires each municipality to submit its proposed <br />comprehensive plan to adjacent governments, affected special districts lying in whole or in part <br />within the metropolitan area, and affected school districts for review and comment prior to <br />submission to the Council. All comments received from adjacent governments and special <br />districts will be sent to the Metropolitan Council when the formal review process begins. RCWD <br />will also receive a copy of the 2030 Plan when it is sent to the Metropolitan Council for formal <br />review . <br /> <br />Your letter included the following comments. Responses are induded in italics below each <br />comment. <br /> <br />1. A map should be included that identifies water resources and could include any high <br />quality natural resources. The map should include labels for lakes and streams within <br />and downstream of the City. <br />Figure 4 in the Comprehensive Plan is a map of the land cover in the City as <br />classified by the Minnesota Land Cover Classification System. We will attempt to <br />update this map before the plan is sent to the Metropolitan Council to include water <br />resources within and downstream of the City. <br /> <br />2. Page 19, Natural Resources, Park and Trails. Information should be added describing the <br />Lino Lakes Resource Management Plan (RMP). The RMP identifIeS Wetland Preservation <br />Corridors (WPC) throughOut Lino Lakes and Centerville that follows former Anoka County <br />Ditch 47 and Clearwater Creek. The intent of the WPC is to help protect wetland <br />function as well as form a backbone for open space and trail corridors. Additionally, RMP <br />identifies opportunities within Centerville to restore and enhance wetlands to potentially <br />generate banking credits as well as improve surface water quality draining to impaired <br />waters. <br />
