Cooperation and assistance is available to adequately manage <br />and sustain the "waters ofthe State of Minnesota" through regulatory and consulting programs of <br />the Minnesota Department of Natural Resources. <br /> <br />As the Metropolitan Council has deemed that there are no major limitations on groundwater <br />withdrawal and that groundwater resources are adequate, Cente/Vllle will continue to reassess <br />water supply issues as more information becomes available. Cente/Ville will explore resources to <br />assess the base level of aquifer resources, but cannot complete this assessment in time for the <br />completion of the Comprehensive Plan update. <br /> <br />· Water Supply Background <br /> <br />This section provides background on the city's water supply systcm that utilizcs groundwater <br />through its municipal wells. Discussion of city groundwater resources in this section will <br />support groundwater protection and monitoring activities identified in the subsequent Natural <br />Rc,:sources Goals and Policics section. We believe that additional background information should <br />be included from existing reports and sources. <br /> <br />o The city's Wellhead Protection Plan Part I included a "vulnerability assessment" ofthe <br />city's two wells to pollution. Well #1 was determined to be non-vulnerable. Well 112 was <br />determined to be vulnerable. The report also indicates that the location and well depth <br />playa role in determining the "vulncrability" of the cily's wells. <br /> <br />o The plan states that the city recently completed its Watcr Emergency and Conservation <br />Plan. The background information contained in the city's recently completed Water <br />Emergency and Conservation Plan for its water system should be summarized here. <br /> <br />o The city maintains records on use of groundwatcr (in their municipal water supply <br />system) that is submitted to Minnesota DNR. These annual water use data are provided <br />to the city when requested. <br /> <br />We recommend that the background information on Centerville' s water supply system include a <br />summary ofthe information from the wellhead protection plan, groundwater resources contained <br />in the Water Emergency and Conservation Plan and the DNR groundwater appropriation and <br />withdrawal program. <br /> <br />The Background section of the plan has been updated to include a summary of information <br />relevant to the Wellhead protection plan and the Water Emergency and Conse/Vation Plan. <br /> <br />Natural Resources Goals and Policies <br /> <br />. Groundwater resources sustain Ccnterville's water supply system. However, the effect of local <br />and regional groundwater withdrawal in Centerville and adjacent developing communities may <br />not be adequately monitored. Also, the city has completed its wellhead protection plan that <br />indicates goals and policies for the protection of groundwater resources used by municipal wells. <br /> <br />. The Minnesota DNR operates a Ground Water Level Monitoring Program to monitor changes <br />and trends in groundwater availability. Through the collection and analysis of this groundwater <br />information, the city can demonstrate that it is taking an active part in monitoring its water <br />resources and managing its water supply system. <br /> <br />. We recommend that an additional goal should be to sustain groundwater resources within the city <br />and cooperate with the Minnesota DNR - Groundwater Levcl Monitoring Program to monitor <br />water levels in its municipal wells. <br /> <br />. The city should consider including il~ wellhead protection goals into this section. <br />
