This location is within the City limits of Centerville, thus they will need a <br />building permit from the City. They haven't asked to connect to city services and <br />initially seem to prefer on-site systems. City Code requires connection to City watermain <br />and sanitary sewer, if the Council determines such service is available. <br /> <br />In order to make this decision, the council needs to consider the distance to the nearest <br />facilities and whether it is reasonable to make the applicant connect. Watermain is <br />located southeast of the proposed building, but would need to be extended along Mound <br />Trail for about 850 feet, which at the same time would make water available to about <br />seven other properties and would bring the service within about 400 feet of the proposed <br />building. The sanitary sewer is approximately 600 feet away, however, the sewer is on <br />the lake side of all of the homes and there is currently no easement to bring the sewer to <br />the north through those properties. <br /> <br />It has been the City's goal to extend water to all properties in the City as the opportunities <br />present themselves. The recent Council policy decision would have the city pay for the <br />extension of the water and recover its costs upon hookup. If the watermain were extended <br />to benefit the park, they would presumably pay their share of the cost right away, but the <br />City would need to absorb the portion attributable to other properties on Mound Trail. <br /> <br />It appears to be technically possible to extend both the watermain and sanitary sewer to <br />the proposed location. Easements would be needed from one or more property owners <br />along Mound Trail to get the sewer to the proposed visitor center and the City would <br />need to share in the cost of extendin~ the watermain. At this point it is uncertain how the <br />costs to Anoka County Parks would compare for extending municipal services versus on- <br />site utilities. <br /> <br />Dallas Larson, Administrator <br /> <br />-is- <br />
