Centervi{{e, :M:JV 55038 (651) 429-3232 . q;~(651) 429-8629 STATE OF MINNESOTA COUNTY OF ANOKA CITY OF CENTERVILLE RESOLUTION #05 - 019 A RESOLUTION APPROVING TITLE AND SUMMARY OF ORDINANCE #79 AN ORDINANCE PRESCRIBING REGULATIONS FOR EROSION CONTROL MEASURES FOR THE CITY WHEREAS, the City Council of the City ofCenterville has adopted Ordinance #79, An Ordinance Prescribing Regulations for Erosion Control Measures for the City; and WHEREAS, the Council by four-fifths of its members, does find that the attached Title and Summary of the ordinance does clearly inform the public of the intent and effect of the ordinance and the form of publication is approved. NOW THEREFORE, BE IT RESOLVED that this action is given as authorized by the Minnesota State Statutes 412.191, Subd. 4. The form that shall be published is stated below: 1. The ordinance establishes the City's intent and purpose of the ordinance. 2. The ordinance establishes statutory authorization and references State Statute Section 462.351 for the cities ability to adopt such an ordinance. 3. The ordinance establishes findings and outlines the purpose of the ordinance. 4. The ordinance provides definitions for understanding and interpretation of the City's need to be proactive regarding erosion and its need for control. 5. The ordinance outlines the required stormwater pollution prevention plan submittal necessities, exemptions, procedures and revIew process. 6. The ordinance establishes minimum standards for construction site best management practices. 7. The ordinance establishes completion of work requirements and final approval by the City. 8. The ordinance addresses enforcement procedures and requirements of the City for same. 9. The ordinance ascertains penalties for violations of same.
