Chapter 103F and M.S. ~ 462.357, as may be amended <br />from time to time, delegated the responsibility to local government units to adopt regulations designed <br />to minimize flood losses. Therefore, the City Council does ordain this chapter. <br />(Ord. 33-A, passed 4-12-1989) <br /> <br />~ 155.02 FINDINGS OF FACT. <br /> <br />(A) The flood hazard areas of the city are subject to periodic inundation which results in potential <br />loss of life, loss of property, health and safety hazards, disruption of commerce and governmental <br />services, extraordinary public expenditures for flood protection and relief and impairment of the tax <br />base, all of which adversely affect the public health, safety and general welfare. <br /> <br />(B) This chapter is based upon a reasonable method of analyzing flood hazards which is consistent <br />with the standards established by the Minnesota Department of Natural Resources. <br />(Ord. 33-A, passed 4-12-1989) <br /> <br />~ 155.03 STATEMENT OF PURPOSE. <br /> <br />It is the purpose of this chapter to promote the public health, safety and general welfare and to <br />minimize those losses described in ~ 155.02 by the provisions contained in this chapter. <br />(Ord. 33-A, passed 4-12-1989) <br /> <br />~ 155.04 DEFINITIONS. <br /> <br />For the purpose of this chapter, the following definitions shall apply unless the context clearly <br />indicates or requires a different meaning. <br /> <br />138 <br />
