<br />City of Centerville <br />City Council Meeting <br />January 14,2009 <br /> <br />1. Mr. Greg Kieselhorst Centerville Lions - Annual Ice Fishin~ Contest <br /> <br />Mr. Kieselhorst announced that the Annual Ice Fishing Contest would be held on <br />Centerville Lake, by the old Waterworks Beach Club, on February 14,2009, from 11 a.m. <br />to 2 p.m. Ifthere is bad weather on February 14, the alternate date would be February 21. <br />He stated that tickets will be $5 per hole, and there will be many great prizes. He added <br />that they are attempting to make this a kid-friendly event. <br /> <br />Councilmember Lee added that the Parks and Recreation Hayride would immediately <br />follow the Ice Fishing Contest. <br /> <br />VII. OLD BUSINESS <br /> <br />1) Bonestroo Request for Pavment - Construction Observation Associated with CSAH 14 <br />Improvements <br /> <br />Councilmember Fehrenbacher stated that it is clear the additional hours were added on an <br />as-needed basis. However, they did work that was not approved for funding. He stated <br />that he does not agree with the $16,000 additional amount, because the City Council did <br />not have a chance to approve it. He stated that he believed the number should be <br />somewhere in between $0 and $16,000. <br /> <br />Councilmember Lee inquired as to what the Council would have done had they known <br />ahead of time that the additional hours were needed. He stated that the Bonestroo' s <br />original estimate was off by 250%. However, it was agreed that the City would be <br />observing the construction, which did not occur. He added that he would agree on a <br />number between $0 - $16,000. However, he withdrew from deciding on the number. <br /> <br />Councilmember Paar stated that he originally said no to this request, because the City was <br />given no notice. After this was discussed further, however, it was clear that the City Staff <br />was at fault as well. That time was definitely busy, because of the major storm, a lot of <br />permits being required, and other issues that had to be taken care of. The City had initially <br />told Bonestroo that the City would give them man hours, but the City could not provide <br />those man hours. If the City had been able to provide the man hours, Mr. Paul Palzer <br />would have been paid to do what Bonestroo did. Councilmember Paar added that he <br />agrees with what Bonestroo did, and, if they had not done it, issues could have gone <br />unseen. However, he is still upset about the lack of communication. He stated that he is <br />not sure about the exact dollar amount, which would have to be discussed further. <br /> <br />Councilmember Lee stated that it was easy to see where some failures occurred. He stated <br />that, within one week after the storm, the City knew the situation and should have known, <br />at that time, that City Staff would not be able to handle their part in the project. <br />Councilmember Lee stated that after a lot of thought, he agrees that the only fault on <br />Bonestroo was that communication had not occurred earlier.
