Parks & Recreation Committee <br /> Meeting Minutes 01-07-09 <br /> <br /> <br />Drainage Pond – Laurie LaMotte Memorial Park <br /> <br />Mayor Capra had asked Chairperson Seeley to discuss with the committee a possible future drainage pond <br />at Laurie LaMotte Memorial Park in connection with the downtown redevelopment. The committee <br />questioned why, if this was for a downtown redevelopment project, that the drainage pond be located on <br />park property instead of the property being developed. The committee discussed different options such as <br />widening existing marshy areas or locating the pond in one of the lesser used areas and building deeper <br />and smaller so it looks visually appealing, but doesn’t take up too much space. It was decided the area <br />behind the homerun fence, in the south east corner, would be the best location, if it is necessary to put on <br />pond on park property, as it is already a low area and would not occupy desirable park space. <br />Motion was made by Chairperson Seeley, seconded by Committee Member Selander, to recommend <br />to City Council that if it is necessary to use Laurie LaMotte Memorial Park property for a drainage <br />pond, the desirable location would be the south east Corner of the park, outside of the home run <br />fence. This area felt to have the least traffic, would have the least impact on the park and provide <br />better safety for children by being located out of the way. All in Favor. Motion passed <br />unanimously. <br /> <br />Impact to Laurie LaMotte Memorial Park Property – Centerville TE Trail Grant Project <br />Mr. Mark Statz, City Engineer, requested the committee review, and Chairperson Seeley sign, a letter <br />Impact to Laurie LaMotte Memorial Park Property – Centerville TE Trail Grant Project. <br />regarding the <br />Mr. Statz sent a copy of a letter for the committee’s review with the following explanation: <br /> <br />Some of the language in the letter is required by law, so the Parks Committee could recommend some <br />changes to the language if they wish, but we’d have to look it over to make sure it doesn’t eliminate the <br />necessary wording. The purpose of the letter is to ensure the Federal Highway Administration that no one <br />is forcing this project on the people that manage the parks. <br /> <br />Mr. Statz met with the committee briefly to answer any questions. There were some concerns about <br />where the trail ended on the map, but Mr. Statz stated for this purpose the trail was only shown within the <br />boundaries of the park and not extended beyond the park, this does not mean the trail ends there. <br /> <br />Motion was made by Committee Member Haiden, seconded by Committee Member Branch to <br />support the letter as written by Bonestroo to be signed by Chairperson Seeley. All in Favor. <br />Motion passed unanimously. <br /> <br />VI. UPDATES <br /> <br />Park Signage (hours, park rules, no trespassing, no fishing, etc.) <br /> <br />Both Chairperson Seeley and Vice-Chairperson Amundsen brought copies of a variety of park signage <br />options for the committee’s review. The wording and placements of signs were discussed. One option <br />was to place a sign (s) actually in the water to discourage boaters. The sign would then be visible from the <br />lake side. Committee Member Haiden stated that he felt that would ruin the natural beauty of the <br />lakeshore and not necessary as the rocks on the shoreline would keep boaters from landing.
