<br />Centerville City CounciJ/Public Hearing Meeting Minutes <br />January 21, 2009 <br /> <br />City Engineer Statz reviewed the project and the various changes that were made to <br />respond to comments from the public. <br /> <br />City Engineer Statz that the project has four improvement types, identified as Types B, C, <br />D, or E. All are reconstruction of streets in varying degrees, although work will be done <br />that includes spot sanitary sewer repairs, water main bolt replacement, storm sewer repair <br />and watershed requirements, including a number of rain gardens. The bid on the work also <br />included water services from the right-of-way directionally drilled into to homes, but that <br />work would be completely at the option of homeowners that wish to take advantage of <br />the bid. <br /> <br />City Engineer Statz presented an overview of the project schedule and stated if the <br />project moves forward, construction would begin in spring of 2009. <br /> <br />City Administrator Larson stated that the mailed notices indicated the assessment amount <br />for each property and also reviewed how the assessments were calculated. He explained <br />that the notices indicate that assessments would be paid over 10 years at 5.5% except that <br />larger assessments would be spread over 15 years. <br /> <br />Mayor Capra stated each resident will be given two to three minutes to speak and stated if <br />a resident has a written objection, that document should be submitted at this time and that <br />the end of the hearing would be the final opportunity to submit objections. <br /> <br />Gary Oslund. 1594 Peltier Lake Drive <br />Mr. Oslund stated that he didn't believe that his property is benefited to the extent of the <br />proposed assessment. Asked Council to consider the odd shape of his lot as it considers <br />his special assessment. <br /> <br />Tom Dario. 1573 Peltier Lake Drive <br />Mr. Doesn't believe that his property is benefited by the improvement. <br /> <br />Liz We2l1er. 1525 Peltier Lake Drive <br />Ms. Wegner questioned if the construction of their part of the project was included in the <br />bid as it was actually built with County Road 14. <br /> <br />Pat Fish. 1537 Peltier Lake Drive <br />Ms. Fish presented a written objection. Also questioned if there will be a requirement to <br />connect to watermain. <br /> <br />Mayor Capra. The City policy to require connection to water has been deferred to at least <br />2020. The project has water service line installation as an option for property owners that <br />wish to connect. <br /> <br />Irene Seashore. 1689 Peltier Lake Drive. <br />Has submitted a written objection.
