<br />City Council Meeting Minutes <br />October 28, 1992 <br />page four <br /> <br />Mary Ayde of Lake Sanitation was present at the meeting to <br />request that the City of Centerville co-sponsor Lake Sanitation <br />in a grant proposal to the Metropolitan Council to establish data <br />about the amount of waste picked up each week from the residents. <br /> <br />Ms. Ayde made the following comments: <br />- If the grant were awarded, the residents in Centerville <br />would not notice any difference in cost or service at <br />this time. <br />- Lake Sanitation would provide 50% of the monies to match <br />the grant monies provided by the Metropolitan Council. <br />There would be no expense to the City of Centerville <br />with regard to the grant project. <br />- The grant is needed so that Lake Sanitation can develop a <br />data base. <br />- The data base would be evaluated and Lake Sanitation may <br />propose an amendment in the payment structure at that <br />time, but it would be way down the road. <br />- Lake Sanitation would send a letter to residents <br />explaining the program. <br />- The purpose of the grant is to provide a communication <br />mechanism. <br />- Lake Sanitation chose Centerville for this project because <br />it is unique. It is a good test City because it only <br />has one waste hauler, thus a compact environment. An <br />open collection system may not be as feasible to study. <br />- Centerville will probably get national recognition for <br />it's participation in this project. <br /> <br />Mayor Buckbee (Solid Waste Liaison) advised that he has spoken to <br />Carolyn Smith of Anoka County and Victoria Reinhardt of the <br />Metropolitan Council. He noted that the grant proposes two <br />sponsors, the City of Centerville and Anoka County. Anoka County <br />is not able at this time to co-sponsor the project. <br /> <br />He noted that it has been suggested that a third party agreement <br />be prepared by the City Attorney, at the expense of Lake <br />Sanitation, giving the City the option to drop out of the project <br />at any time. <br /> <br />Even though the data base would be accumulated if the grant were <br />awarded, Mayor Buckbee wanted it to be clear that the current <br />contractual agreement with Lake Sanitation is based upon "volume" <br />billing and he would like it to continue as agreed upon. <br /> <br />Motion by Buckbee, second by Pelton that the City of Centerville <br />does agree to sponsor and support a grant request to <br />the Metropolitan Council by Lake Sanitation to develop <br />a weight based data base; <br />
