<br />I. IntroductionlDescription of Location <br /> <br />This report documents the intersection control evaluation results for the CSAH 14/1-35E <br />interchange reconstruction project in the Cities of Centerville and Lino Lakes in Anoka County, <br />Minnesota (see Figure 1). The purpose of the evaluation is to analyze the intersection control <br />alternatives, previously identified as the preferred altematives from a planning level perspective, <br />for the two reconstructed CSAH 141l-35E ramp intersections and the reconstructed CSAH <br />14/21" A venue intersection. Based on prior studies, traffic signal control has been recommended <br />at the reconstructed CSAH 14/I-35E ramp intersections and the reconstructed CSAH 14/21 Sl <br />Avenue intersection. Roundabout control was considered in previous studies but has been <br />eliminated because of the proposed interchange configuration. <br /> <br />II. Existing Conditions <br /> <br />The CSAH 141l-35E junction is currently a grade-separated diamond interchange. At the <br />junction, I-35E is a four-lane divided roadway. CSAH 14 is a two-lane undivided roadway west <br />of the I-35E northbound exit ramp to just west of the 21" Avenue intersection and a four-lane <br />divided roadway (recently constructed) east of the northbound exit ramp. The four-lane divided <br />cross-section narrows at the interchange to connect into the existing undivided roadway cross- <br />section where the outside westbound lane is dropped at the I-35E northbound entrance ramp. <br />Both ramp intersections are currently all-way stop controlled as recommended in the Traffic <br />Safety Study - CSAH 14 (Main St.) Corridor near 1-35E (Anoka County Highway Department, <br />November 2001). The 21" Avenue intersection is currently side-street stop controlled. CSAH <br />14 has been functionally classified as an "A" minor arterial in the Anolea County 2030 <br />Transportation Plan. The posted speed limit along CSAH 14 is 45 miles per hour.
