In addition, both ramp
intersections satisfY Warrants ]A, ]B, 2 and 3B under year 2030 forecasted volume conditions.
F or the CSAH ] 4/2]" A venue intersection, traffic signal control is not warranted for year 2008
volume conditions; however, the requirements for Warrants lA, lB, 2 and 3B are satisfied for
year 2030 forecasted volume conditions.

Since warrants were not met at the CSAH ] 4/2]" A venue intersection under year 2008 volume
conditions, near-term year 2013 volume forecasts were developed to take into consideration
planned developments adjacent to the intersection. The year 2013 volume forecasts were based
on the year 2030 forecast methodology and the Village of Hardwood Creek Traffic Study (URS
Corporation, February 2006). The aforementioned traffic study was used to establish anticipated
traffic patterns and determine what portion of the year 2030 forecasted volumes would be present
within in the next five years at the CSAH 14/21" Avenue intersection due to the Hardwood
Creek development.
