Motion <br />by Wilharber, second by Baumann to approve minutes of September <br />28, 1983 meeting, motion carried. Motion by Baumann, second <br />by Zimny to approve minutes of October 7, 1983 special meeting, <br />motion carried. <br /> <br />due call and notice thereof, the City Council of <br />held their regular meeting on Wednesday, October <br />City Hall. Mayor L'Allier called the meeting <br />7:00 PM. Present were Baumann, Wilharber and <br /> <br />PET~TIONS AND COMPLAINTS: Harvey to put up posts along propert <br />line of city from garage to Heritage St~eet adjoining Dean <br />Olson property to keep traffic off of city driveway; Harvey <br />requested purchase of yellow paint to use on curb by lift <br />station. <br /> <br /> <br />Council discussed report of Harvey and Orville when checking <br />work done on manholes by Soil Solidification; repairs will <br />be checked out by Soil Solidification before payment by the <br />city. <br /> <br />No response to filling position of representative from Center- <br />ville on District Memorial Hospital Board. <br /> <br />Motion by L'Allier, second by Zimny to appoint Thomas Wilharber <br />acting Mayor for the balance of the year 198), motion carried. <br /> <br />Ordinance #41 - pUblic property and improvements for public <br />parks and ground - Centerville was reviewed. Motion by Zimny, <br />second by Wilharber to adopt Ordinance #41, motion carried. <br />Copy of Ordinance #41 is attached to and made a part of these <br />minutes. <br /> <br />Ordinance #37 - establishing a Planning and Zoning Commission <br />was reviewed. Motion by Wilharber, second by Baumann to adopt <br />Ordinance #37, motion carried. Copy of Ordinance #37 is attach d <br />to and made a part of these minutes. <br /> <br />City Attorney's letter to council regarding Royal Meadows <br />drainage problem was discussed. Clerk was instructed to advise <br />Royal Meadows developers they should meet with Mr. AI L'Allier <br />and City Engineer to discuss the problem and that final plat <br />of Royal Meadows will not be approved until this problem is <br />ironed out. <br /> <br />Clerk to ask Pat Fruth to make another swipe with his mower <br />along Mound Trail on park property side. <br />
