Pursuant to due call and notice thereof, the City Council of Centerville held their regular meeting on Wednesday, September 14, 1983 in City Hall. Mayor Savela called the meeting to order at 8:00 PM. Present were: Baumann, L'Allier, Wilharber, Zimny, Attorney John Burke and Engineer Walt Williams. Motion by Wilharber, second by Baumann to apprmve minutes of the August 24, 1983 meeting, motion carried. PETITIONS AND COMPLAINTS: Frank Zimny had received complaint on drainage problem occurring between 7170 and 7162 Shad Avenue and also the four storm sewer openings. Engineer Williams will check on above complaints. Revised preliminary plat of Royal Meadows was presented to council. The following items were reviewed: (1) Engineer letter to council on revised plat; (2) letter from Al L'Allier's attorney to the city concerning the drainage ditch prob!em; (3) tot lot being moved to different location; (4) street names; (5) berming or perimeter screening; (6) number of accesses on to the county road; (7) list of 13 items brought before council by concerned residents; (8) Rice Creek Watershed approval and (9) development contract. After considerable discussion, motion was made by Baumann, second by Wilharber to approve preliminary plat of Royal Meadows contingent on the following: (1) moving playground area to southwest corner or lots 7, 8 and part of 9 as located on plat; (2) attorney opinion on the L'Allier communication; (3) County Surveyor's report on plat; (4) street names being changed; (5) Rice Creek Watershed approval; (6) perimeter screening placement and (7) approval of development contract; roll call taken: Baumann, aye; Wilharber, aye; L'Allier, aye; Zimny, aye; Savela; aye, motion carried. Development contract between Glenn Rehbein, developer and City of Centerville for the Industrial Park was reviewed article by article. Corrections were made by attorney and initialed by Mayor. Motion by L'Allier, second by Wilharber to approve Development Contract contingent on Rice Creek Watershed approval; park fund dedication and corrections to contract outlined by attorney, motion carried. Copy of contract will be on file with City Clerk and reviewed before council when the revised contract is received from Attorney. Clerk is to request land value figure from Assessor for park fund dedication and bonding requirement figure from Engineer. Floyd Kruger reported on Park and Recreation activitie~. Larry Koch has been named new Chairman as of September 12, 1983 and the meeting night is the second Tuesday at 7:00 PM. Motion by Zimny, second by Baumann that Maureen Asleson be accorded a seat on the Park and Recrea- tion Committee, e~~ective immediately, motion carried. Committee has also recommended city request bids on snow removal of rink for the coming season.
