~ Pursuant to due call and notice thereof, the City Council of the City of Centerville held their regular meeting on Wednes- day, March 23, 1983 in City Hall. Mayor Savela called the meeting to order at 7:00 PM. Present: Baumann, L'Allier, Wilharber and Zimny. Motion by L'Allier, second by Wilharber to approve minutes of March 9, 1983 meeting, motion carried. PETITIONS AND COMPLAINTS, Complaints on condition of Center Street and Mill Road and discussion on what is to be done, article in Circulating Pines of March 17 with regard to errors in article on March 9th city council meeting and correction which is to appear in March 24th issue, street lights that are burning during the day, broken glass on the last cuI du sac in Center Oaks and McBride house at 1759 Peltier Lake Drive not completely sided as yet. Contract with MAPSI for animal control was presented. Motion by Wilharber, second by L'Allier to approve contract with MAPSI for animal control in 1983, motion carried. Letter clerk has sent out to animal owners was discussed and con- sensus of council to send letter to all remaining residents in Centerville so that they are aware of our contract with MAPSI and ordinance which is in force. Discussion on J.2 beer permits issued in the city during the summer season. Motion by Zimny, second by L'Allier to request City Attorney draft a proposal, resolution or amendment to Ordinance #11 relative to issuance of 3.2 beer permits for type of organization, number of permits to be issued during the year with inclusion of the dram shop liquor license liability insurance for review by the City Council, motion carried. Debbie Dykema from Twin Lakes Pavilion appeared before council for discussion of problems incurred on the 4th and 5th of March and ways to alleviate them. Letter from A.L.S. Properties was discussed concerning Futura Village Development. Mayor is to contact City Attorney for copy of St. Francis ordinance on manufactured home districts for review by P & Z along witp the Cottage Grove ordinance. Amendment to Ordinance #JO was presented for approval. Amendment would increase the per unit utility sewer charge from $6.00 monthly to $9.00 monthly, effective with the April 1st billing which is for the previous three month period or 1st quarter, 198J. Motion by Wilharber, second by Zimny to increase the annual sewer charge per unit from $6.00 a month; $18.00 quarter; $72.00 annual rate to $9.00 a month; $27.00 quarter; $108.00 annual rate, effective April 1st, 198J for first quarter 198J billing, motion carried. Copy of amendment to Ordinance #30 is attached to and made a part of these minutes.
