<br />Pursuant to due call and notice thereof, the City Council of the <br />City of Centerville held their second budget meeting on September <br />20, 1988. Mayor L'Allier called the meeting to order at 7:05 <br />p.m. Present: Burgstahler, Neumann. Absent: Fritchie, <br />Wilharber. <br /> <br />Clerk advised that the fiscal disparity distribution number is <br />still not available from the state, thus is it is still not <br />possible to determine what the exact 1989 tax capacity rate <br />should be for Centerville to not increase taxes to property <br />owners. Clerk estimated that the tax levy may not be more than <br />$180,000 as compared to $172,689 in 1988. Clerk noted that even <br />though the City had experienced growth in 1988 the reasons that <br />the levy did not increase proportionately for the 1989 levy were: <br />-The change in the tax law effects the City in that the <br />majority of the homes in Centerville are in the $60,000 <br />to $100,000 bracket, which will benefit (or be taxed <br />less) from the law. Clerk also noted that homes below <br />$60,000 and above $100,000 may experience an increase <br />in taxes due to the new tax law. <br />-The effects of the Center Oaks II Tax Increment Financing <br />District will be first felt in 1989. <br /> <br />Discussion of the Financial Administration line item. Clerk <br />presented the Council with an estimate of the costs for 1989. <br />This estimate is on file with the City Clerk. Clerk noted that <br />all items are based on information or direction given to City <br />staff by the Employee Review Board, or City Council in the past. <br />Major points of discussion were salaries and health insurance. <br />Clerk will present more detailed information to the Council on <br />both items. <br /> <br />Clerk advised that Mary Ayde, Lake Sanitation, contacted the City <br />Office to inquire as to whether the City was interested in <br />participating in a County experiment in which local farmers would <br />receive debagged compost waste. Andy Cardinal, Lino Lakes would <br />be the closed location for Centerville. Mary also requested <br />direction on if the City were interested in applying for grant <br />monies for household hazardous waste collection. <br /> <br />Motion by Burgstahler, second by Neumann to direct the City Clerk <br />to advise Mary Aye of Lake Sanitation to contact Anoka County to <br />advise that Centerville would like to participated in the <br />experimental program in which local farmers would take debagged <br />compost waste; the Clerk is also directed to advise Mary Ayde <br />that the City would be interested in participating in a household <br />hazardous waste program if 100% funding were to be obtained from <br />Anoka County in the form of a grant, motion carried unanimously. <br /> <br />Clerk advised that the $100 allotted out of the Community <br />Development Block Grant to the Centerville Community Development <br />Task Force to pay for Clerk's salary to attend the meetings has <br />been used up. <br />
