CC Meeting Minutes page ten September 14, 1988 Control Building; the amount earned 1s $894.00; this payment will be made contingent upon the contractor signing the payment estimate; -Ro-So Contracting, for work completed from June 25, 1988 to September 13, 1988 on the electrical and mechanical work; the amount earned is $5,903.75; the payment will be made contingent upon the contractor signing the pay estimate; Per the City Engineer recommendation the following payments for Municipal Water Improvement #87-3 are also approved to be made: -LTP Enterprises for well pump, controls and Rank Add-a- Phase in the amount of $20,700; -Layne Minnesota Company for chemical feed equipment in the amount of $2,200; this amount reflects a deletion of sales tax and a deduction of $75.00 for the substitution of a hand transfer pump for the proposed electric transfer pump from the original bill; City Clerk will send a letter of explanation with the bill; motion carried unanimously. Motion by Fritchie, second by Neumann to approve Bill Bruen, Centennial Fire District Chairperson to preside as the Chairperson at the Joint Centerville City Council and Lino Lakes City Council meeting to discuss Station #3, motion carried unanimously. NEW BUSINESS Motion by Neumann, second by Fritchie that per the recommendation of the Planning and Zoning Commission, a variance to Ordinance #4 will be granted to the eight remaining undeveloped lots on the platted Royal Meadows development; contingent upon the houses being place far enough to one side to provide adequate drive in space; justification being that the lots on the Royal Meadows development are zoned R4 Single Family Manufactured which allows a lot 60 feet wide and 7,500 square feet, the City Council recognizes that there may be difficulties in facilitating attached garages on said lots, and that one of the original purposes of the approval of Royal Meadows was to encourage low and moderate income housing, the additional cost of an attached garage could prohibit some low income buyers, and that it would be a hardship to the developer as he has marketed the homes as lower income housing; motion carried unanimously. Motion by Neumann, second by Fritchie to direct the City Clerk to contact the paper to advertise for a Light Rail Transit representative for the City of Centerville, this will also be put on the City cable channel, motion carried unanimously.
